MANAGEMENT ANALYST 1

NATURE OF WORK: The Management Analyst series describes work associated with developing, analyzing, advising on, or suggesting improvements in processes, areas, or procedures that are characterized as managerial rather than programmatic. Examples of these managerial areas are: work methods and procedures; organizational structures; administrative policies; forms and records management; or the use of space, equipment, and facilities.

DEFINITION: Employees in this class perform technical analysis work with emphasis on areas such as, but not limited to, work flow processes or procedures which are clerical or easily defined; space allocation studies not requiring elaborate floor plans; or records management systems. Work involves gathering necessary background data, analyzing the data, developing recommendations, and preparing reports. Work may also involve assisting higher level management analysts or assisting as a team member with designated segments of overall studies of any managerial process or procedure, or comprehensive organizational unit. Work is differentiated from the next higher level because studies are primarily related to clerical or easily definable work processes, work is segmented rather than comprehensive, and does not usually involve coordination of diverse operational or organizational units. Direct supervision is received and work is checked regularly during the conduct of the review and upon completion for compliance with instructions, adequacy of application of the principles and techniques of management analysis, and soundness of conclusions or recommendations.

EXAMPLES OF WORK: Evaluates work flow processes or procedures which are clerical or easily definable; space allocations not requiring elaborate floor plans or coordination of many work locations; supply ordering systems; or similar areas in order to improve productivity, suggest automation, or other change.

Evaluates records management systems including development of records retention schedules, office equipment use such as copy machines, isolated typing or automated equipment without concern to linkage for information sharing, or similar areas in order to improve the procedure or enhance effectiveness.

Interviews employees to obtain information related to the activity under review, analyzes data collected in order to make recommendations for improvement, prepares reports of findings.

Assists higher level management analysts or assists as a team member with designated segments of overall studies of any managerial process or procedure, or of comprehensive organizational units.

Responds to questions from inter or intra departmental staff or others related to the area or procedure under review or previously reviewed.

Assists in the installation of new and improved methods and systems; trains or assists in the training of personnel.

Prepares and revises procedural manuals and other instructional materials.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the practices, theories, techniques, and methods of management.

Knowledge of the application and uses of office equipment and appliances.

Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.

Ability to learn agency programs and operations.

Ability to learn basic mathematical and statistical methods such as standard deviation, simple correlation, frequency distribution, means, or trend projections.

Ability to apply established practices, theories, techniques, and methods of management to managerial processes.

Ability to evaluate work processes, records management systems, document flow, office equipment, and space and facilities needs.

Ability to understand manual processes, envision their application to automation, and work with appropriate staff to effect automation.

Ability to make oral and written reports and presentations, and prepare charts and graphs clearly, concisely, and effectively.

Ability to establish and maintain effective working relationships with associates, personnel of organizational units in which studies are conducted, commercial vendors, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Administration and Management Trainee performing technical management analysis work; or one year of experience in technical management analysis work, and a bachelor's degree;
