RADIO TELECOMMUNICATIONS SPECIALIST 2

DEFINITION: This is responsible advanced technical work in the development and modification of statewide radio, microwave and related telecommunications systems within the Commonwealth.

An employee in this class performs a variety of advanced technical duties in the centralized management and integration of Commonwealth telecommunications activities. Work involves planning, developing, reviewing, and evaluating major phases of statewide radio, microwave and related telecommunications systems, equipment, facilities, and services to promote orderly and economical growth of radio, microwave and related telecommunications in the Commonwealth. Work also includes developing proposals for new or expanded radio, microwave and related telecommunications systems and the preparation of design criteria, design concepts, requests for proposals, and specifications for the purchase or lease of related systems. Employee may serve as a team leader or work independently on one or more statewide programs which he/she is responsible for implementing. Work involves contact with representatives of governmental agencies and telecommunications equipment and service vendors to coordinate radio, microwave and related telecommunications activities of governmental organizations common carriers, contractors, and consultants and others providing telecommunications services and equipment to the Commonwealth. Work is performed independently with supervisory review through periodic conferences and upon completion for adherence to established standards and for results.

EXAMPLES OF WORK: Implements existing policies and procedures for the operation and modernization of radio, microwave and related telecommunications for the Commonwealth and various governmental bodies within the Commonwealth and recommends changes where necessary; develops and recommends new policies and procedures on a statewide basis.

Reviews for acceptability new or expanded radio, microwave and related telecommunications systems applications, requests, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letters of intent, contracts and other documents and items relating to radio, microwave and related systems.

Reviews or oversees the review of requests for equipment for existing radio, microwave and related systems applications, evaluation of need, and recommendation for approval or disapproval, and maintenance of inventory for available equipment.

Provides technical advice and assistance on complex radio, microwave and related telecommunications matters; prepares or reviews recommendations and provides technical guidance in negotiations for consolidation and sharing of radio, microwave and related telecommunications systems; prepares or reviews recommended changes to technical and administrative guidelines and standards relating to these systems.

Conducts surveys of radio, microwave and related telecommunications activities of governmental agencies to evaluate cost effectiveness of the equipment, systems, circuits, services, and methods being used.

Prepares requests for proposals for radio, microwave and related telecommunications equipment, service, and systems and evaluates and recommends radio, microwave and related telecommunications vendors for contract award for both Commonwealth agencies and local governments.

Monitors contractor performance during installation and the conduct of acceptance tests after new or modified radio, microwave and related telecommunications systems have been installed.

Reviews and prepares technical and administrative reports.

Reviews and prepares preliminary cost and other surveys for proposed radio, microwave and related telecommunications systems, equipment, or service, including systems design, economic studies, and monitoring of procurement documents.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of radio, microwave and related telecommunications systems planning, development, design, and compatibility.

Knowledge of management radio, microwave and related telecommunications systems.

Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to radio, microwave and related telecommunications systems.

Knowledge of the methods and techniques involved in the design, installation, operation, and evaluation of radio, microwave and related telecommunications systems.

Knowledge of the principles of organization, methods and procedures as they relate to government operations involving radio, microwave and related telecommunications.

Skill in reading and interpreting topographical maps and in setting up, operating and interpreting electronic test equipment.

Ability to plan, review, and evaluate work of others.

Ability to perform technical analysis of radio, microwave and related telecommunications systems plans and specifications, identify problems, and recommend solutions.

Ability to prepare detailed designs, requests for proposals, specifications, and cost estimates for various kinds of radio, microwave and related telecommunications systems.

Ability to perform user site testing.

Ability to present technical information in a clear, concise manner both orally and in writing.

Ability to establish and maintain effective working relationships with various governmental agencies, vendors, and citizens' groups.

MINIMUM EXPERIENCE AND TRAINING: One year as a Radio Telecommunications Specialist 1;

Five years of radio, microwave or related telecommunications experience which includes two year of system design or configuration and three years of general telecommunications experience that involved the installation, repair or maintenance of large commercial and/or governmental systems or systems engineering analysis with a public utility, governmental agency or private company.

Post high school training in telecommunications technology, radio communications or electronics with emphasis in radio or microwave telecommunications may be substituted on a year for year basis for up to two years of general telecommunications experience.
