RADIO TELECOMMUNICATIONS SUPERVISOR

DEFINITION: This is administrative and advanced technical work in the development and modification of statewide radio, microwave and related telecommunications systems within the Commonwealth.

An employee in this class is responsible for supervising the centralized management, review, and coordination of all Commonwealth wide radio, microwave and related telecommunications activities. Work involves supervision of functions for planning and developing large governmental radio, microwave and related telecommunications systems, including responsibility for the development of proposals for equipment; facilities, and services to improve existing and to established new radio, microwave and related telecommunications systems. Work involves contact with representatives of governmental agencies and telecommunications activities of governmental organizations, common carriers, contractors, consultants and others providing telecommunications services to the Commonwealth. Supervision is exercised over a group of radio, microwave and related telecommunications specialists and support personnel that perform advanced technical functions. Work is performed independently and is reviewed by an administrative superior through periodic conferences and upon completion for adherence to established standards and for results obtained.

EXAMPLES OF WORK: Directs and coordinates the work of a staff of radio, microwave and related telecommunications specialists and support personnel engaged in the centralized management of Commonwealth radio, microwave and related telecommunications systems.

Directs the work of personnel that performs advanced technical functions related to radio, microwave and related telecommunications and engineering.

Directs the work of personnel engaged in developing policies and procedures for radio, microwave and related telecommunications systems management and makes recommendations for policy or procedural changes.

Reviews new or expanded radio, microwave and related telecommunications systems applications, requests, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letter of intent, contracts and other documents and items relating to radio, microwave and related systems, including requests for equipment for existing systems, evaluation of need, approval or disapproval rationale, and surplus equipment inventory.

Provides technical advice and assistance in complex radio, microwave and related telecommunications matters such as negotiations for consolidation and sharing of radio, microwave and related telecommunications systems.

Directs surveys of radio, microwave and related telecommunications activities of the agencies to evaluate cost effectiveness of the equipment, systems, services, and methods being used.

Directs and coordinates the management, improvement, engineering and operations of integrated radio, microwave, telephone and/or data telecommunications systems in support of Commonwealth telecommunications objectives and directs a staff of telecommunications specialist and support personnel engaged in these activities.

Directs the evaluation of bids and proposals of radio, microwave and related telecommunications vendors for contract awards and assures the monitoring of contractor performance, including conduct of acceptance tests for new or modified radio, microwave and related telecommunications systems.

Reviews and prepares technical and administrative reports.

Plans, organizes and assigns work; determines work priority; sets goals; reviews and evaluates employee work performance; completes and reviews employee performance evaluation reports.

Assures conduct of studies such as feasibility, propagation, frequency, terrain analysis, site selection, power requirements, transmission requirements, characteristics, interference, or interface.

Reviews radio, microwave and related telecommunications systems design and economic studies to ascertain cost effectiveness.

Provides consultation and technical assistance to various Commonwealth agencies, municipalities and regional authorities.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of radio, microwave and related telecommunications and telecommunications systems planning, development, design, and compatibility.

Knowledge of principles and practices of effective supervision.

Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to radio, microwave and related telecommunications.

Knowledge of the current engineering and design standards that apply to radio, microwave and related telecommunications systems.

Knowledge of the methods involved in the design, installation, operation, evaluation and testing of radio, microwave and related telecommunications systems.

Skill in developing and maintaining interpersonal relationships.

Ability to plan, supervise, and evaluate the work of subordinates.

Ability to perform and review technical analyses of radio, microwave and related telecommunications systems plans and specifications, identify problems, and recommend solutions.

Ability to prepare and review detailed designs, specifications, and cost estimates for various radio, microwave and related telecommunications systems.

Ability to present technical information in a clear, concise manner, both orally and in writing.

Ability to establish and maintain effective working relationships with various governmental agencies vendors, and citizens' groups.

MINIMUM EXPERIENCE AND TRAINING: One year as a Radio Telecommunications Specialist 2;

Six years of radio, microwave or related telecommunications experience which includes one year of supervisory or project coordination responsibility; two years of system design or configuration and three years of general telecommunications experience that involved the installation, repair or maintenance of large commercial and/or governmental systems or systems engineering analysis with a public utility, governmental agency or private company.

Post high school training in telecommunications technology, radio telecommunications or electronics with emphasis in radio or microwave telecommunications may be substituted on a year for year basis for up to two years of general telecommunications experience.
