TELECOMMUNICATIONS SPECIALIST 2

DEFINITION: This is advanced technical work in the development and modification of statewide voice and data telecommunications systems.

An employee in this class performs a variety of advanced technical duties in the centralized management and integration of Commonwealth-wide voice and data telecommunications activities or performs comparable advanced technical functions in the design and configuration of the largest and most complex voice and data systems and networks. Work involves planning, developing, reviewing, and evaluating statewide systems, equipment, facilities, and services in the Commonwealth. Work also includes developing proposals for systems and the preparation of design criteria, design concepts, requests for proposals, and specifications for the purchase or lease of related equipment, networks, and systems. Employees may serve as a team leader or work independently on one or more statewide programs for which he/she is responsible for implementing. Work involves contact with representatives of governmental agencies and telecommunications and service vendors to coordinate activities of governmental organizations, telephone companies, contractors, consultants, lessors, and others providing telecommunications services and equipment to the Commonwealth. Work=is differentiated from the lower level specialist in that the telecommunications activities are Commonwealth-wide, involve the design and configuration of the most complex systems, and usually include the integration of individual systems into larger systems or networks. Work is performed independently and reviewed through periodic conferences and upon completion for adherence to established standards and for results
obtained.

EXAMPLES OF WORK: Develops recommendations for policies and procedures for the operation and modernization of voice and data telecommunications systems.

Develops plans for the development and implementation of new voice and data telecommunications systems.

Reviews for acceptability new or expanded voice and data telecommunications systems applications, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letters of intent, contracts, and other related documents and items.

Designs and configures large voice and data systems that require the integration of individual systems and the sharing of facilities.

Reviews or oversees the review of requests for equipment for existing voice and data telecommunications systems applications.

Evaluates need for equipment and recommends approval.

Determines if equipment should be disposed of or utilized in another area.

Provides technical advice and assistance on complex voice and data telecommunications matters.

Prepares or reviews recommendations and provides technical guidance in negotiations for consolidation and sharing of voice and data telecommunications systems.

Prepares or reviews recommended changes to technical and administrative guidelines and standards relating to systems.

Conducts surveys of voice and data telecommunications activities of agencies to evaluate cost effectiveness.

Prepares requests for proposals for voice and data telecommunications equipment, service, and systems.

Evaluates and recommends telecommunications vendors for contract award.

Provides technical expertise and consulting services to users concerning the network.

Conducts on-site visits to evaluate network conditions.

Identifies specific network and system requirements.

Advises on the capabilities of equipment and procedures and how these can be integrated into the current systems.

Participates in developing operational design criteria and/or requests for proposals for new equipment.

Attends conferences between vendors, lessors, contractors, and users to assure all parties understand relevant matters.

Develops planning documents for the operation and expansion or curtailment of the voice and data communication network.

Performs cost analysis studies related to the voice and data communications network system.

Performs computer modeling and forecasting activities.

Prepares estimates of conditions related to telecommunications systems and predicts performance and adequacy of the systems under changing conditions.

Monitors contractor performance during installation.

Conducts acceptance tests after new or modified voice and data telecommunications systems have been installed.

Prepares technical and administrative reports.

Reviews and prepares preliminary cost and other surveys for proposed systems, equipment, or services.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of voice and data telecommunications systems planning, development, design, and compatibility.

Knowledge of voice and data telecommunications systems management.

Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to voice and data telecommunications systems.

Knowledge of the current engineering and design standards that apply to voice and data telecommunications systems.

Knowledge of the equipment, methods, and techniques involved in the design, installation, operation, and evaluation of telecommunications systems.

Ability to perform technical analysis of voice and data telecommunications systems, proposals, and specifications, and to identify problems and recommend solutions.

Ability to prepare detailed designs, requests for proposals, specifications, and cost estimates for various kinds of voice and data telecommunications systems.

Ability to present technical information in a clear, concise manner both orally and in writing.

Ability to operate data entry equipment.

Ability to establish and maintain effective working relationships with various governmental agencies, vendors, contractors, lessors and citizens' groups.

MINIMUM EXPERIENCE AND TRAINING: One year as a Telecommunications Specialist 1;

                                                                                                                                                     or

Two years of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment and an associate's degree in Microcomputer or Telecommunications Technology or other closely related field;

                                                                                                                                                     or

Four years of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment;

                                                                                                                                                    or

Four years of voice or data telecommunications experience that included two years of system design or configuration and two years of general telecommunications experience that involved: technical management of systems for commercial or governmental applications or technical work in the acquisition, installation, repair, or maintenance of commercial or governmental systems.

Post high school training in telecommunications technology; data communications; or electronics with emphasis in telecommunications technology may be substituted on a year-for-year basis for the two years of general telecommunications experience, but may not be substituted for the required experience in system design or configuration.
