TELECOMMUNICATIONS SUPERVISOR

DEFINITION: This is technical and administrative work in the development and modification of voice and data telecommunications systems.

An employee in this class is responsible for supervising the management and ongoing review of voice and data telecommunications activities in a Commonwealth agency. Work involves supervision of a departmental unit responsible for planning and developing voice and data telecommunications systems that require the preparation of design criteria and design concepts and developing proposals for equipment, facilities, and services. Work includes contact with agency users, Commonwealth telecommunications officials, and telecommunications service vendors to coordinate activities of organizational entities, telephone companies, contractors, and others that provide telecommunications services to the agency. Supervision is exercised over Telecommunications Specialists that are involved in the development of detailed system design and configuration. Work is performed independently and is reviewed by an administrative superior through periodic conferences for adherence to agency standards and for results obtained.

EXAMPLES OF WORK: Directs and coordinates the work of a staff of telecommunications specialists and support personnel.

Directs the work of personnel engaged in the implementation of procedures for voice and data telecommunications.

Reviews new or expanded voice and data telecommunications systems applications, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letters of intent, contracts, and other related documents and items.

Ensures current inventories and documentation are maintained on telecommunications systems, circuits and equipment owned, rented, or leased in the Commonwealth agency.

Provides technical advice and assistance on complex voice and data telecommunications matters.

Directs surveys of voice and data telecommunications activities of the agency to evaluate cost effectiveness of the equipment, systems, services, and methods being used.

Participates in the evaluation of proposals and bids of voice and data telecommunications vendors for contract awards.

Assures the monitoring of contractor performance during system installation or modification.

Assures the conduct of acceptance tests for new or modified voice and data telecommunications systems.

Prepares agency telecommunications planning documents used in the forecasting of agency needs.

Prepares technical and administrative reports.

Reviews budgetary and other fiscal records associated with agency telecommunications activities.

Provides consultation and technical assistance to agency officials.

Performs the full range of supervisory duties.

Employees in this class may participate in the performance of the subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of voice and data telecommunications systems planning, development, design, and compatibility.

Knowledge of principles and practices of effective supervision.

Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to voice and data telecommunications.

Knowledge of the methods involved in the design, installation, operation, evaluation, and testing of voice and data telecommunications systems.

Ability to perform and review technical analyses of voice and data telecommunications systems plans, proposals, and specifications, and to identify problems and recommend solutions.

Ability to prepare detailed designs and cost estimates for various voice and data telecommunications systems.

Ability to present technical information in a clear, concise manner, both orally and in writing.

Ability to operate data entry equipment.

Ability to establish and maintain effective working relationships with users, governmental officials, and vendors.

MINIMUM EXPERIENCE AND TRAINING: One year as a Telecommunications Specialist 1;

                                                                                                                                                 or

One year of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment; and an associate's degree in Microcomputer or Telecommunications Technology or other closely related field; and one year of supervisory experience;

                                                                                                                                                 or

Three years of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment; and one year of supervisory experience;

                                                                                                                                                or

Four years of voice or data telecommunications experience that included: one year of supervisory responsibility; one year of system design or configuration; and two years of general telecommunications experience that involved: technical management of systems for commercial or governmental applications; or technical work in the acquisition, installation, repair, or maintenance of commercial or governmental systems.

Post high school training in telecommunications technology; data communications; or electronics with emphasis in telecommunications technology or closely related field may be substituted for the general telecommunications experience on a year for-year basis to a maximum of two years.
