DIRECTOR, BUREAU OF RESEARCH, REVENUE

DEFINITION: This is managerial professional work in the field of research, analysis, and forecasting.

An employee in this class directs the activities of supervisory and technical personnel engaged in modeling, economic or tax analysis, legislative analysis, revenue forecasting and reporting, and fiscal policy and planning. The employee is regarded as a policy expert and serves as an advisor to the Department's Executive Office, the Executive Staff of the Governor's Office and the Office of the Budget, and the General Assembly. Work involves the coordination of the activities of the bureau to ensure that annual and cyclical responsibilities are met and objectives accomplished, and that new projects and assignments are completed in acceptable time frames. Work also requires determining goals, objectives, and work priorities and evaluating all technical and analytical work products for quality, completeness, and applicability. Work involves interpreting assignments, rules, regulations, policies, and procedures for employees and the scope of contractual obligations of vendors. Work
includes planning and organizing the work of technical personnel, assigning work, determining work flow, reviewing work performance, evaluating employee work performance, preparing and signing employee Performance Evaluation Reports, interviewing and recommending employee selection, receiving and resolving employee grievances and complaints, approving leave requests, evaluating training needs of subordinates, and demonstrating more efficient work methods to
subordinates. Work is assigned in the form of broad program goals and objectives and the employee exercises considerable freedom in determining specific goals and objectives and program priorities. Work is reviewed upon completion by a supervisor through reports and conferences for attainment of program goals and objectives, completeness, and overall program quality.

EXAMPLES OF WORK: Directs the activities of supervisory and technical personnel engaged in quantitative and structural analysis, including micro and macro economic analysis, tax analysis, legislative analysis, revenue estimation, forecasting, and reporting.

Directs the analysis of proposals in the form of federal, state, and local legislative changes, regulations, judicial decisions, system or operational proposals, and comparative state tax analyses to assess the present and future revenue impact of such proposals or to forecast the future economic performance of a financial condition through advising subordinate supervisors and analysts on methodology, coordination with other office activities, and initial approval of results.

Directs the analysis of fiscal impact of pending state legislation including determining priority legislation and final approval of completed analyses.

Directs the revenue forecasting process which involves the creation of quantitative and structural models of revenue sources to produce forecasts and projections of revenue collections at regular intervals during the budget cycle or on request, and producing documentation for the source of each estimate.

Interprets assignments, rules, regulations, policies and procedures for employees, and scope of contractual obligations of vendors.

Directs the compilation of revenue collections, statistics, and the writing of composite reports which cites reasons for variations between the monthly projections in the Official Estimate and actual collections for the month.

Participates in intra- and inter-departmental work groups which establish Commonwealth strategies for accomplishing goals with state or federal legislation on tax and budget related issues.

Testifies before the Legislature as required on fiscal analyses of pending legislation and forecasts of revenue from all sources.

Plans, organizes, and assigns work, determines work priorities, sets goals, and reviews work performance.

Evaluates employee work performance and prepares and signs employee Performance Evaluation Reports.

Reviews and signs employee Performance Evaluation Reports as the Reviewing Officer.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses issues with employee, and resolves or recommends solutions or alternatives to grievances and complaints.

Interviews prospective employees and recommends employee selection or rates applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Approves leave requests, reviews sick leave usage of subordinates to determine if pattern of abuse exists, and takes corrective action as appropriate.

Assigns or authorizes overtime work to ensure priority work is performed.

Investigates and initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissals.

Evaluates training needs of subordinates and requests further training as determined is necessary.

Demonstrates to subordinates proper methods and techniques for performing work; discusses new methods and techniques for performing work with subordinates.

Resolves work conflicts between subordinates.

Meets with subordinates to inform them of changes to rules, regulations, policies and procedures; meets with subordinates to discuss common problems and ensures they are working toward their resolution.

Establishes standards to measure subordinates' performance, and discusses performance standards with subordinates.

Reviews and analyzes monthly activity reports to determine work being performed, program trends, and program effectiveness.

Reviews reports, correspondence, and memorandums to determine work being performed and adherence to established goals and objectives.

Reviews administrative forms completed by subordinates for adherence to appropriate administrative rules, regulations, policies, and procedures.

Provides advice to subordinates and co-workers on unusual or difficult problems.

Prepares budget and re-budget requests for organizational units.

Reviews reports, proposals, and recommendations to ensure technical requirements have been met and that the approval has been coordinated with appropriate managers, programs, and agencies.

Prepares and delivers formal presentations to special interest groups.

Meets with Commonwealth, federal, or local officials to explain Departmental functions, programs, rules, regulations, policies, and procedures.

Prepares letters, reports, and correspondence to exchange information with co-workers, subordinates, supervisors, the Executive Office, members of the General Assembly, taxpayers, and interest groups.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Revenue's rules, regulations, policies, and procedures.

Knowledge of the Commonwealth's rules, regulations, policies and procedures governing travel, lodging, expense vouchers, and reporting requirements.

Knowledge of micro and macro economics.

Knowledge of the theory and practices utilized in the collection, presentation, analysis, and interpretation of quantified data and statistics.

Knowledge of statistical analysis, quantitative and structural analysis, and forecasting.

Knowledge of the methods of financing state government operations.

Knowledge of the procedures and techniques utilized in evaluating the effectiveness of government programs.

Knowledge of collective bargaining unit contracts applicable to work performed by those units.

MINIMUM EXPERIENCE AND TRAINING: Five years of experience in progressively responsible and varied administrative work in a major tax program and a master's degree in mathematics, statistics, economics, computer science, public administration or a related field;
