REVENUE FISCAL ANALYST 2

DEFINITION: This is advanced professional work in fiscal analysis in the Department of Revenue.

An employee in this class is responsible for all aspects of major fiscal analysis projects. This work involves gathering data and completing analysis of the impact of proposed new legislation or revisions to existing legislation where basic changes to the
structure of an existing tax are being made or an entirely new tax is being introduced. Work involves designing and conducting studies of legislative and administrative proposals to assess the revenue effects of such proposals, forecasting the performance of financial conditions, and developing executive policy recommendations. The employee may act as the sole analyst on a project, lead a team of fiscal analysts on a more extensive study, or act as project director on a project requiring the talents and unique outlooks of persons from several different disciplines. Work may involve planning and coordinating the activities of lower level Revenue fiscal analysts involved in the collection and analysis of data. Work may also involve providing training to lower level fiscal analysts and persons from other disciplines on specific fiscal data gathering and analysis techniques. Work is performed with considerable independence with a review of results through conferences and an evaluation of forecasting accuracy by a Revenue Fiscal Analyst Supervisor.

EXAMPLES OF WORK: Prepares studies and analysis involving the examination and evaluation of administrative and legislative proposals for the assessment of revenue impacts, administrative feasibility, impacts on local governments, business, and individuals and development and evaluation of practical alternatives. Provides timely responses to executives regarding the identification and summarization of salient issues associated with a proposal or preliminary impact assessments.

Determines data sources, gathers data, and conducts impact analysis of proposed new or revised legislation where the basic structure of an existing tax is being altered or a new tax unrelated to existing taxes is being introduced.

Develops and maintains large data bases, prepares comprehensive and detailed analysis and written reports, and performs the assessment of proposal variations on request.

Prepares long-term fiscal policy studies including survey design, data collection, statistical analysis, and the reporting of results to assess present and future revenue effects or other effects of proposals.

Sets up and maintains extensive computer data bases containing historic tax receipts and economic variables.

Serves on the Bill Analysis Committee which reviews and approves the analysis of other staff members on the revenue impact of proposed legislation.

Prepares special tax burden studies for firms deciding on a site location within the Commonwealth by analyzing and summarizing all levels and types of taxes and explaining special exemptions and special provisions of Pennsylvania tax law in an effort to persuade the firm to locate within the Commonwealth.

Keeps abreast of recent developments in economic, governmental, and social areas by reviewing pertinent publications.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of macro-economic and micro-economic analysis.

Knowledge of the theory and practices utilized in the collection, presentation, analysis, and interpretation of quantified data and statistics.

Knowledge of statistical analysis.

Knowledge of the operations of state government.

Knowledge of the methods of financing government operations.

Ability to conceive, identify, and analyze complex fiscal policy issues, design and conduct research studies, and develop recommendations.

Ability to present complex fiscal policy recommendations in a form conducive to program modification and/or development.

Ability to use computer terminals and printers for data manipulation, analysis and presentation.

Ability to organize and present the results of research or analysis orally or in writing.

Ability to work effectively with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Revenue Fiscal Analyst 1;

                                                                                                                                                          or

Two years of experience in fiscal analysis and a master's degree in economics, business administration, statistics, mathematics, or computer science;

                                                                                                                                                         or

Three years of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science;

                                                                                                                                                        or

Any equivalent combination of experience and training.
