REVENUE FISCAL ANALYST SUPERVISOR

DEFINITION: This is professional supervisory work in fiscal analysis in the Department of Revenue.

An employee in this class supervises a staff of Revenue fiscal analysts in the collection, organization, and analysis of data to accomplish the forecasting of revenues generated through taxation and other methods of financing government and to project the effects of changes in taxation policies. Supervision involves planning and organizing work; assigning work; determining work priorities; reviewing work performance; evaluating employee
performance and preparing and signing employee Performance Evaluation Reports; receiving and resolving grievances and complaints; interviewing and recommending employee selection; reviewing and approving leave requests; and training subordinates on all phases of their work. Work includes defining study objectives, establishing work methods and procedures, and answering questions on fiscal analysis techniques. Work involves making independent decisions based upon experience and knowledge of agency operations and applicable rules and regulations. Supervision is received from the deputy secretary for fiscal and policy analysis who reviews work for results, attainment of
assigned objectives, and conformance to established procedures, policies, and practices.

EXAMPLES OF WORK PERFORMANCE: Supervises fiscal analysts in the collection, organization, and analysis of data to accomplish the forecasting of revenues generated through taxation and other methods of financing government and to project the effects of changes in taxation policies.

Plans and organizes work, assigns work, determines work flow, evaluates subordinates' work performance, and prepares and signs employee performance evaluations.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts initial investigation into cause and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Receives, reviews and approves or disapproves leave requests.

Interprets administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Trains subordinate personnel in the processes and methods used in the performance of their duties and on the applicable rules and regulations.

Attends and participates in professional conferences.

Establishes procedures for the accomplishment of fiscal analysis studies.

Corresponds with other governmental agencies, and the general public to obtain information necessary for fiscal analysis studies.

Keeps abreast of recent developments in economic, governmental, and social areas by reviewing pertinent publications.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of macro- economic and micro-economic analysis.

Knowledge of the theory and practices utilized in the collection, presentation, analysis, and interpretation of quantified data and statistics.

Knowledge of statistical analysis.

Knowledge of the operations of state government.

Knowledge of the methods of financing government operations.

Ability to supervise the efforts of others, learn the appropriate constraints on employee supervision, and coordinate the planning efforts with the work of other employees.

Ability to instruct subordinates, evaluate their work, and prepare employee performance evaluation reports.

Ability to use computer terminals and printers for data manipulation, analysis and presentation.

Ability to organize and present the results of research or analyses orally or in writing.

Ability to establish and maintain effective working relationships with associates, public officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Revenue Fiscal Analyst 2;

                                                                                                                                                    or

Three years of experience in fiscal analysis and a master's degree in economics, business administration, statistics, mathematics, or computer science;

                                                                                                                                                   or

Four years of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science;

                                                                                                                                                  or

Any equivalent combination of experience and training.
