REVENUE RESEARCH ANALYST 2
DEFINITION: This is analytical research work in the application of systems analysis and operations research in the Department of Revenue.
An employee in this class is responsible for conducting systems analysis and operational research studies or assisting in conducting major studies. Studies may be conducted to strengthen, streamline, or otherwise improve tax systems such as the Sales and Use Tax system, the Corporation Taxes system, the Personal Income Tax and Employer Tax system, or any similar tax system. Studies may also be conducted to develop more effective and efficient
methods for tax document receiving and processing operations; tax monies receiving, processing, and depositing operations; compliance operations; enforcement operations; tax record retention and disposition operations; escheats operations; property tax/rent rebate operations; tax auditing operations; lottery operations; administrative support operations; and any other operations carried out by the Department of Revenue. Work involves drafting a preliminary design for the assigned project or project segment, submitting a study schedule, and receiving general guidelines on methods and procedures. Work includes locating sources of information, interviewing persons, gathering and organizing data, analyzing the data, and writing reports. Assignments include application of mathematical and narrative model building; computer modeling; PERT; critical path analysis; break even analysis; cost effectiveness analysis; and other similar techniques. Work is reviewed by the research analyst supervisor through an evaluation of results and for adherence to established principles and practices.
EXAMPLES OF WORK: Determines data sources, conducts interviews, gathers and organizes data, conducts analysis of data for the purpose of evaluating Department of Revenue programs and policies, determining the efficiency and effectiveness of current operations, and designing new operating programs and systems.
Prepares a study design for an assigned project or project segment including data to be gathered, size and make up of team if required, time tables, resources required, techniques to be used, study objectives, and expected completion date.
Uses Gantt Chart and/or PERT and critical path analysis to schedule and organize work required for an assigned project or project segment.
Uses a variety of analytical techniques such as mathematical and narrative model building, computer modeling, break even analysis, and cost effectiveness analysis to identify operational deficiencies and evaluate alternatives.
Utilizes remote computer terminal or microcomputer with attached printer to build data bases, design reports, use statistical packages, and perform computer modeling.
Makes formal presentations of study findings and recommendations to managers including preparing handouts, utilizing visual aids, and answering questions.
Provides assistance to line managers in the implementation of study proposals through training employees in new tasks and procedures; redesigning forms; briefing employes, supervisors, and managers; and advising and counseling managers as problems arise.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the operating procedures, practices, and policies involved in the receipt, examination, or enforcement of a major tax system.
Knowledge of the operations of state government.
Knowledge of systems analysis principles, practices, and techniques.
Knowledge of operations research principles, practices, and techniques.
Knowledge of the principles and operation of computer terminals, microcomputers, and printers.
Ability to learn to use the Department of Revenue's computer terminals, microcomputers, and printers for data manipulation, analysis, and presentation.
Ability to organize and present the results of research or analyses orally or in writing.
Ability to work effectively with associates, public officials, and the general public.
MINIMUM EXPERIENCE AND TRAINING: One year as a Revenue Research Analyst 1;
or
One year of managerial experience in a major tax system which involved the receipt or the examination of tax returns or the enforcement of tax rules and regulations;
or
Two years of experience in systems analysis and/or operations research which included one year in the analysis of tax systems and a bachelor's degree including or supplemented by 21 credit hours in courses involving the use of quantification techniques applicable to systems analysis and operations research such as statistics, systems analysis, mathematical model building, algebra, calculus, operations research, quantitative research design, economic analysis, computer science, or any other quantifiable course work. Appropriate graduate study may be substituted for the required experience on a year for year basis;

Any equivalent combination of experience and training.
