REVENUE RESEARCH ANALYST 3

DEFINITION: This is advanced analytical research work in the application of systems analysis and operations research in the Department of Revenue.

An employee in this class is responsible for all aspects of major systems analysis and operational research studies. Work at this level involves specialization in at least one major tax system or departmental function such as enforcement, and functioning as an office expert on the tax system or departmental function. The employee may specialize in one major tax system such as the Sales and Use Tax system, the Corporation Tax system, the Personal Income Tax system, the Employer Tax system, or any similar major tax system; or the employee may specialize in one major departmental function such as tax document receiving and processing operations; tax monies receiving, processing, and depositing operations; compliance operations; enforcement operations; taxpayer service operations; tax imaging operations; property tax/rent rebate operations; tax auditing operations; and lottery operations. The employee may act as the sole analyst on a study, lead a team of research analysts on a more extensive study, act as a team leader where the team includes persons from other disciplines and operations, or directly supervise entry level and journey level analysts on a regular basis. Work includes analyzing proposed legislation to determine the effects on Department systems and operations. Work may also involve assigning, directing, planning, and coordinating activities of lower level research analysts in the collection and analysis of data. Supervisory work at this level involves determining work priorities, setting performance standards and goals, reviewing work performance, evaluating employee performance, preparing and signing employee Performance Evaluation Reports, receiving and resolving grievances and complaints, interviewing and recommending employee selection, reviewing and approving leave requests, and evaluating training needs of subordinates. Work may also include providing training to lower level research analysts and persons from other disciplines on specific data gathering analysis and techniques. Work is
performed with considerable independence and is reviewed by a Revenue Research Analyst Manager or administrative superior for the attainment of objectives and quality of service provided to Department managers.

EXAMPLES OF WORK: Coordinates the conduct of major systems analysis and operations research studies, and may act as team leader or supervise other analysts for the purpose of evaluating programs and policies, determining the efficiency and effectiveness of current operations, and designing new operating programs and systems.

Prepares the study design for a major project including the data to be gathered, size and makeup of the study team, time tables, resources required, techniques to be applied, study objectives, and expected completion date.

Provides leadership and coordination to lower level research analysts and persons from other disciplines in the course of major studies. May also directly supervise Research Analysts who are at the beginning and journey levels.

Analyzes proposed legislation to determine the impact on tax systems and Department operations through the reading and interpreting of the bills to determine the legal intent and extrapolation of the effects which could result, and makes appropriate recommendations.

Makes formal presentations of study findings and recommendations to high level management.

Specializes in one major tax system or departmental function to provide the office and ultimately the Department with an expert on all facets of that particular tax or function and how it is administered, and provides expert and knowledgeable leadership for any project teams studying aspects of that tax system or function.

Utilizes personal computer hardware and software applications to build data bases, design reports, use statistical software packages, and perform computer modeling.

Provides assistance to line managers in the implementation of study proposals through training employees in new tasks and procedures; redesigning forms; briefing employees, supervisors and managers; and advising and counseling managers as problems arise.

Provides training to lower level Research Analysts and persons from other disciplines on sophisticated analysis and operations research techniques.

Plans and organizes work, assigns work, determines work flow, and reviews work performance for review by office director.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment to the office director.

Receives grievances and complaints, conducts initial investigation into cause and conditions, and resolves or recommends solutions to grievances and complaints.

Receives, reviews, and approves or disapproves leave requests.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the operating procedures, practices, and policies involved in the receipt, examination, and enforcement of a major tax system.

Knowledge of the operations of state government.

Knowledge of the methods of financing government operations.

Knowledge of systems analysis principles, practices, and techniques.

Knowledge of operations research principles, practices, and techniques.

Knowledge of the principles and operation of personal computer hardware and software applications to build databases, design reports, use statistical software packages and perform computer modeling.

Ability to conceive, identify, and analyze complex tax policy issues, design and coordinate research studies, and develop recommendations.

Ability to present complex systems and operations recommendations in a form conducive to program modification and/or development.

Ability to learn to use the Department of Revenue's computerized tax systems, hardware, and software for data manipulation, analysis, and presentation.

Ability to learn to supervise the efforts of others, the appropriate constrains on employee supervision, and to coordinate the planning efforts with the work of other employees.

Ability to learn to evaluate employee performance and prepare Performance Evaluation Reports.

Ability to read and learn to interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to organize and present the results of research or analyses orally or in writing.

Ability to establish and maintain effective working relationships with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Revenue Research Analyst 2;

Two years of managerial experience, with one year each in two of the three major functional areas of a major tax system which are the receipt of tax returns, the examination of tax returns, and the enforcement of the tax rules and regulations;

                                                                                                                                                             or

Three years of experience in systems analysis and/or operations research which included two years in the analysis of tax systems and a bachelor's degree including or supplemented by 21 credit hours in courses involving
the use of quantifiable techniques applicable to systems analysis, mathematical model building, algebra, calculus, operations research, quantitative research design, economic analysis, computer science, or any other qualifying course work.

Appropriate graduate study may be substituted for the required experience on a year for year basis;
