NETWORK ADMINISTRATOR 2
DEFINITION: This is administrative and consultative work in network design, implementation, integration, and operation.
An employee in this job is responsible for providing highly advanced administrative and consultative guidance to the highest level of departmental management regarding overall network development, expansion, integration, and operational issues. Work at this level generally involves managerial responsibility for planning, directing, and scheduling the work of subordinate staff engaged in highly advanced technical or supervisory functions associated with planning, developing, maintaining, and integrating a large and complex departmental communications infrastructure. In the absence of managerial responsibility, work involves consultative and architectural responsibilities requiring a mastery of network design, providing expertise and technical guidance to the highest level of management to resolve sensitive and highly complex network and communications infrastructure problems, and conducting highly advanced research in the application of network technology solutions to agency wide problems. Projects are characterized as having high impact on overall agency programs and networking activities and are performed in an environment with no technical direction. An important aspect of this work is using innovation in applying state-of-the-art industry technology in the design, installation, operation, and maintenance of a departmental communications infrastructure. Work is differentiated from the Network Administrator 1 job by the responsibility for managing highly advanced technical or supervisory work, or performing independent consultative and architectural functions for a complex departmental communications infrastructure. Employees are not provided technical guidance and are required to resolve problems of unusual complexity independently. Work is assigned in the form of program objectives from a higher level supervisor and reviewed for achievement of objectives through periodic conferences, reports, and overall network performance.
EXAMPLES OF WORK: Provides administrative and consultative technical assistance to departmental management on network communication issues.
Plans and designs the most complex network configurations to enable the integration of network operating systems, platforms, and protocols to ensure network performance and security.
Develops policies and standards for, and implements, controls, and monitors agency wide network security measures.
Reviews and approves design or installation specifications for network operating systems.
Determines network operating system standards for a Commonwealth agency.
Formulates long range network management strategies, develops related policy and procedures, and oversees the integration of statewide networks carrying multiple forms of communication traffic on a variety of platforms with Local, Wide, and Metropolitan Area Networks.
Works closely with agency management and vendors to select, evaluate, and coordinate integration of new communications technologies and services.
Develops or oversees the implementation of agency network strategic communications plan.
Evaluates and approves engineering solutions to network design and communication problems.
Prepares written proposals and makes executive level presentations to management.
Develops or oversees the development of network designs for the implementation and support of multiple platform agency wide or multi-agency applications, which includes network capacity planning.
Provides technical assistance in managing the cabling system, hardware, software, and other components of the network.
Formulates or approves standards and procedures for network operations.
Provides technical consultative expertise in network design, implementation and management, operating systems configuration, data transmission protocols, data communications, network integration, and remote monitoring.
Conducts research and provides consultation on configuring, managing, and troubleshooting the network using advanced network management software to isolate and diagnose network problems and consults with vendors to discuss products, obtain technical assistance, and correct problems.
Monitors industry issues such as regulatory policy at the state and national levels.
Reviews technical manuals and other literature, attends seminars, conferences, and training classes to maintain currency with new information services, products, and information technology developments.
Provides technical expertise in developing requests for proposals and contract specifications, and conducting cost negotiations with vendors.
Reviews and approves specifications or bid proposals for complex network installations.
Performs the full range of supervisory duties.
Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of network communications in an inter-network environment.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Network Administrator 1, Telecommunications Administrator, or Radio Telecommunications Supervisor;
or
Four years of information technology experience that includes three years of technical experience in network operation or network maintenance involving installing, updating, and maintaining inter-network systems and managing information technology projects, and an associate's degree in any information technology field;
or
Six years of information technology experience that includes three years of technical experience in network operation or network maintenance involving installing, updating, and maintaining inter-network systems and managing information technology projects;
or
An equivalent combination of experience and training that includes three years of technical experience in network operation or network maintenance involving installing, updating, and maintaining inter-network systems and managing information technology projects.
