DATABASE ADMINISTRATOR 1

DEFINITION: This is advanced technical and administrative work in the management of data resources through the planning, design, implementation, and operation of database systems.

An employee in this job is responsible for managing databases and database management technology for an entire agency or large segment of an agency including the logical or physical design and configuration of databases; developing storage structures; establishing overall database access methodologies; planning and implementing database expansion, reorganization, or conversion; developing and implementing backup and recovery procedures; and in some positions developing data models and data designs. Work includes evaluating and recommending database management technology such as database management systems, database monitoring and tuning tools, and database gateways; researching and resolving problems related to access, usage, and performance of database systems; and providing technical guidance to users, managers, and other information technology professionals in database planning, design, implementation, operation, security, quality assurance, and data administration. An important aspect of this work includes establishing and administering database policies and standards. Certain positions in this job may also establish and administer data policies and standards. Employees in this job typically independently manage overall database administration functions for an agency or large segment of an agency. Some positions may supervise Database Analysts performing a single, critical area of data or database administration such as logical or physical design or those performing all aspects of database administration for one or more but not all databases existing within an agency or large segment of an agency. Work is assigned in the form of program objectives and is periodically reviewed for the attainment of goals.

EXAMPLES OF WORK: Creates, maintains, and modifies physical databases including the database storage structures and database objects ensuring that appropriate links exist and that keys are established to provide processing efficiency.

Designs centralized and distributed database structures or system architecture consistent with applications, operations, and networking goals and objectives.

Develops and establishes database and data administration policies, procedures, and standards pertaining to database design and use, database structure, database integrity, security, configuration, naming conventions, data elements, data dictionary, data sharing, entity relationship diagrams and methodologies, and quality assurance.

Establishes and defines database backup and recovery procedures by establishing the backup schedule and retention periods, monitoring backup processes and procedures, preparing scripts to reload and recover databases from backup systems, and developing procedures for the reconstruction of lost or damaged data.

Monitors system performance, assesses space utilization and growth, and recommends upgrades and enhancements to software and hardware to ensure optimal database performance.

Researches, evaluates, tests, and installs database software and performs database software conversions and migrations to new versions, products, or platforms while preserving data integrity.

Develops database management system manuals to document procedures for defining, creating, revising, and controlling databases.

Works with information technology professionals, business analysts, and users to develop and establish security standards and procedures for controlling and monitoring user access and for establishing and maintaining user passwords, roles, and profiles.

Develops and documents database performance and archiving standards.

Provides input into or participates in strategic planning for database administration.

Develops and administers the disaster recovery and continuity of government plans.

Deploys databases and database objects into environments to support enhanced or newly developed applications.

Produces ad hoc queries and reports for users on the data housed in the database.

Produces reports on the performance and capacity of the database such as metrics, capacity, transactions per second, and user data.

Maintains and modifies specialized software and utilities and analyzes and resolves problem conditions attributed to database design or software.

Serves as a consultant in information technology planning activities with information technology professionals and business analysts regarding such issues as configuring the database structure, establishing database access techniques, addressing database performance issues, and resolving database problems.

Designs, develops, implements, and maintains an agency level data dictionary and metadata repository.

Develops standards and practices that promote the reuse of existing or common data stores, data elements, and components.

Analyzes business processes, procedures, and problems to develop database and data solutions to meet business needs.

Maintains knowledge of latest developments in data or database administration/management techniques by reviewing professional publications or participating in formal training programs, courses, and seminars.

Functions as a lead worker for advanced technical work by assigning and reviewing work, training employees, and performing quality control functions for the work.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the theory of database administration.

Knowledge of the theory of data administration.

Knowledge of database performance measurement and evaluation concepts.

Knowledge of database backup and recovery principles.

Knowledge of database disaster recovery principles and practices.

Knowledge of on-line transaction processing.

Knowledge of database problem resolution concepts.

Knowledge of research principles and techniques in order to diagnose and troubleshoot technical problems.

Knowledge of database query and reporting concepts.

Knowledge of the principles and practices of project management.

Ability to analyze business processes to assess data requirements.

Ability to read and interpret technical materials such as product and requirements documentation and technical manuals.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Database Analyst or Information Technology Generalist 2;

                                                                                                                                                                                or

Three years of information technology experience that includes two years in the analysis, design, and maintenance of databases in overall support of database administration, and an associate’s degree in any information technology field;

                                                                                                                                                                                or

Five years of information technology experience that includes two years in the analysis, design, and maintenance of databases in overall support of database administration;

                                                                                                                                                                                or

One year of information technology experience in the analysis, design, and maintenance of databases in overall support of database administration, and a bachelor's degree in any information technology field;

                                                                                                                                                                                or

An equivalent combination of experience and training.
