INFORMATION TECHNOLOGY GENERALIST 2
DEFINITION: This is advanced technical information technology (IT) work providing a variety of IT support functions.
An employee in this job performs IT duties in at least two of the following technical areas: applications development; networking; database administration; data administration; website support; information security; or IT support and administration services. Work at this level includes work appropriate to at least one of the following specialized jobs: Applications Developer 2, Network Specialist 2, Database Analyst, Web Specialist 3, or Information Security Specialist 1; or IT technical responsibilities of comparable scope and complexity in IT support and administration services which may include procurement, planning, training, project management support, quality assurance/quality management, release management, asset management, or technical writing. Work may also include lead work responsibilities over lower level Information Technology Generalists or other lower level positions performing technical IT work. Work is generally performed in a networked environment and involves the application of technical IT principles to manage information for the business area in accordance with Commonwealth and agency standards. Work is performed independently and assigned by an administrative or technical supervisor. Work is reviewed for conformity to operating procedures, overall IT systems performance, and quality and effectiveness of IT services provided.
EXAMPLES OF WORK: Examples of work for positions performing applications development, network support and administration, database or data administration, web support, or information security duties are consistent with those in the Applications Developer 2, Network Specialist 2, Database Analyst, Web Specialist 3, or Information Security Specialist 1 jobs.
Leads a team of technical staff involved in recommending and coordinating the purchase of software and hardware needed to upgrade agency capability consistent with the agency’s IT strategic plan.
Reviews and monitors contractor performance in accordance with specifications.
Participates in the development of the IT strategic plan through coordination with agency managers to align IT systems with the agency’s mission.
Researches, analyzes, reports, and makes recommendations on the capabilities and limitations of industry technologies relative to the environment.
Develops IT components of the agency’s continuity of government and disaster recovery plans, plans and organizes IT continuity of government tests, and coordinates IT asset recovery and replacement.
Leads the assessment, development, delivery, and facilitation of formal classroom and informal IT training programs for users.
Maintains, improves, and customizes the agency’s project management methodology processes, standards, and associated documentation.
Provides consultation and direction to project managers on the use of the agency’s or Commonwealth’s project management methodology and project and portfolio tools.
Conducts comprehensive quality reviews for projects managed by agency project managers to ensure that project plans are complete; that projects are completed on time, within budget, and within project scope; and that project goals are met.
Manages complex IT projects following the agency’s or Commonwealth’s project management methodology.
Plans and constructs test plans for highly complex systems and system components and performs testing which may include automated test scripts for these systems.
Develops quality audit plans and conducts audits across IT functions to ensure quality standards are being met.
Manages the release process by working closely with other technical and program area teams and within established procedures.
Develops and maintains hardware and software asset management procedures, processes, systems, and measurements and makes recommendations on complex asset management activities and decisions.
Develops standards and guidelines for IT technical writing for the agency.
Functions as a lead worker for technical IT work by assigning and reviewing work, training employees, and performing quality control functions for the work.
Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: One year as an Information Technology Generalist 1, Applications Developer 1, or Network Specialist 1;
or
Two years of information technology experience that includes one year of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, or other information technology support/administration services, and an associate’s degree in any information technology field;
or
Four years of information technology experience that includes one year of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, or other information technology support/administration services;
or
A bachelor's degree in any information technology field;
or
An equivalent combination of experience and training.
