INFORMATION TECHNOLOGY GENERALIST ADMINISTRATOR 1

DEFINITION: This is highly advanced technical and administrative or supervisory information technology (IT) work providing a variety of IT support functions.

An employee in this job performs IT duties or supervises technical or advanced technical duties in at least two of the following technical areas: applications development; networking; database administration; data administration; website administration; information security; or IT support and administration services. Work at this level includes work appropriate to at least one of the following specialized jobs: Senior Applications Developer, Network Administrator 1, Database Administrator 1, Data Administrator 1, Web Administrator 3, or Information Security Specialist 2; or work of comparable scope and complexity in IT support and administration services which may include procurement, planning, training, project management support, quality assurance/quality management, release management, asset management, or technical writing. Work is generally performed in a networked environment and involves the application of technical IT principles and innovation to enhance complicated business processes. Employees in this job may supervise technical or advanced technical IT work, or may perform lead worker duties for advanced technical work. Work is assigned in the form of objectives by an administrative or technical supervisor, is performed independently with initiative, and is reviewed for achievement of objectives and meeting the needs of the organization.

EXAMPLES OF WORK: Examples of work for positions performing applications development, network support and administration, database or data administration, web administration, or information security duties are consistent with those in the Senior Applications Developer, Network Administrator 1, Database Administrator 1, Data Administrator 1, Web Administrator 3, or Information Security Specialist 2 jobs.

Manages complex procurement assignments that may include hardware, software, training, and services affecting multiple program areas or locations.

Serves as the chairperson of request for proposal and request for quote committees.

Develops contract specifications and oversees the work of contractors in accordance with specifications.

Develops the IT strategic plan through coordination with agency managers to align IT systems with the agency’s mission.

Identifies and researches the need for changes and reviews and approves recommendations from lower level staff for changes to the IT system or environment.

Develops and administers the IT component of the agency’s continuity of government and disaster recovery plans, plans and organizes IT continuity of government tests, and coordinates IT asset recovery and replacement.

Supervises the assessment, development, delivery, and facilitation of formal classroom and informal IT training programs for users.

Supervises staff involved in technical or advanced technical project management support functions.

Defines quality assurance standards and establishes and implements a quality assurance and compliance process.

Coordinates or performs root cause analysis and resolves highly complex issues that involve multiple IT areas.

Manages the integrated release management process from planning to production including determining the scope for all features and functionality for inclusion in all releases, developing and communicating schedules and the status of all releases, and conducting meetings with stakeholders to plan and manage all aspects of the product release process.

Creates and maintains detailed release plans and procedures that reflect how each release will be incorporated into the existing environment and manages the risks and dependencies across all applications.

Develops, reviews, and modifies the IT asset management plan.

Manages the technical writing function including overseeing the standards and guidelines for an agency.

Directs IT projects that require making technical architecture determinations and implementing technical solutions requiring the integration of IT functions.

Functions as a lead worker for advanced technical IT work by assigning and reviewing work, training employees, and performing quality control functions for the work.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: One year as an Information Technology Generalist 2, Applications Developer 2, Database Analyst, Information Security Specialist 1, or Network Specialist 2;

Three years of information technology experience that includes two years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and an associate’s degree in any information technology field;

                                                                                                                                                                              or

Five years of information technology experience that includes two years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services;

                                                                                                                                                                              or

One year of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and a bachelor's degree in any information technology field;

                                                                                                                                                                              or

An equivalent combination of experience and training.
