SERIES NATURE OF WORK: The Information Technology (IT) Executive job series describes work in the administration and management of IT services.

DEFINITION: This is responsible professional and administrative or supervisory/managerial work in the Office of Administration (OA).

An employee in this job is responsible for performing IT work in an IT delivery center or in the OA central office. Work generally involves serving as a consultant or technical expert for IT services; managing IT services including developing planning strategies for incorporating and integrating new or revised IT technologies; working with IT and program staff to coordinate IT services and needs; and evaluating IT services. Work may involve the supervision or management of professional IT staff. Work is assigned in the form of goals and objectives and is reviewed for results attained and overall effectiveness.

• Manages IT services, organizations, programs, and resources.

• Develops and implements IT policies, strategies, procedures, and programs.

• Determines IT priorities and goals and evaluates IT resources and services for effectiveness.

• Integrates IT services and technologies across organizations.

• Serves as a project leader for IT initiatives.

• Serves as a liaison between business/customer organizations and IT Service Providers whose purpose is to align business needs with services provided by IT for a larger delivery center.

• Manages the statewide risk management program for information technology in support to the commonwealth’s Chief Information Security Officer; provides the leadership, strategy, and management necessary to identify, evaluate, communicate, mitigate, and monitor commonwealth information security risks and implement and align IT risk management policies, plans, and procedures with the commonwealth’s strategic objectives.

• Serves as the central office Data Scientist.

• Serves as the Executive Director of Pennsylvania’s State Geospatial Coordinating Board by overseeing strategic planning initiatives; providing guidance to the commonwealth’s executive staff on geospatial issues; and coordinating efficiencies in geospatial policy and technology issues among federal, state and local government agencies, academic institutions, and the private sector.

• Serves as an Enterprise Solution Architect in the Enterprise Technology Services Office, responsible for providing governance and direction in the alignment of enterprise architecture models, frameworks, and associated tools and artifacts; and developing and maintaining technical disaster recovery architecture, plans, and procedures.

• Manages the information technology security program for a smaller delivery center, which involves ensuring the delivery center cyber security program provides a secure environment for the agencies served, including completing audits and risk assessments, developing and implementing security policies and procedures, consulting on security systems architectures, and promoting IT security awareness.

• Manages the business and service management program for a smaller delivery center, including directing project management, portfolio management, policy and standards development, strategic planning, business analysis, procurement, IT financial management, and supplier/contract management.

• Serves as the Technology Services Office’s Solution Architect for the most complex environments, which involves identifying the software and hardware necessary for a long term supportable technical architecture model that includes applications, server environments, network, cloud, software licenses, and other technical considerations; creating the architecture framework for interactions across the commonwealth and for federal interactions, where necessary; and aligning to the federal reference model layers, including creating related policy for the enterprise and Technology Services Office.

• Serves in an IES managerial role, including supervising subordinate supervisors or positions at PSG 10 in applications, Basis administration, security, technical integration, database, business warehouse, or business operations.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of information technology principles and practices.

• Knowledge of the principles and practices of effective project leadership.

• Knowledge of the principles and practices of IT service delivery.

• Knowledge of business and system process analysis methods.

• Knowledge of IT governance frameworks and processes.

• Knowledge of information technology strategic planning concepts.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional information technology experience and a bachelor’s degree;

or

• Eleven years of professional information technology experience;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• Certain positions require certifications or other special requirements that will be identified based on the position’s specific needs, such as the ITIL Foundations certification, that will be necessary upon hire or obtained within a period of time after hire, as designated by the hiring manager.
