SERIES NATURE OF WORK: The Information Technology (IT) Executive job series describes work in the administration and management of IT services.

DEFINITION: This is responsible professional and administrative or supervisory/managerial work in the Office of Administration (OA).

An employee in this job is responsible for performing IT work in an IT delivery center or in the OA central office. Work involves managing IT services, including developing planning strategies for incorporating and integrating new or revised IT technologies; working with IT and program staff to coordinate IT services and needs; and evaluating IT services. Work involves supervising or managing professional IT staff. Work is assigned in the form of goals and objectives and is reviewed for results attained and overall effectiveness.

   DISTINGUISHING CHARACTERISTICS:

     Positions appropriate to this job serve in the following capacities:

     Delivery Center Chief Technology Officer (CTO) at a larger delivery center

     IT Chief Operating Officer for commonwealth

     Central office directors for the Bureau of Service Value Management, Enterprise Solutions Office, Integrated Enterprise System (IES) Office, and Bureau of IT Project Management

     Delivery Center Chief Information Officer (CIO) at a smaller delivery center

     Commonwealth’s Chief Information Security Officer (CISO)

     Supervises or manages IT positions at pay scale group (PSG) 12

     Comparable work of similar scope and complexity

Manages IT services, organizations, programs, and resources.

Develops and implements IT policies, strategies, procedures, and programs.

Determines IT priorities and goals and evaluates IT resources and services for effectiveness.

Integrates IT services and technologies across organizations.

Serves as a project leader for IT initiatives.

Manages the technology functions for a larger delivery center and is responsible for planning, directing, evaluating, and controlling the technology and operations of staff engaged in managed compute, network and data management, and systems management.

Serves as the commonwealth’s chief operating officer and manages technical services for all delivery centers.

Serves as the Director for the Bureau of Service Value Management and is responsible for ensuring that the commonwealth is receiving value from outsourced agreements and internal service offerings by directing enterprise-wide contract management, portfolio management, service management, and business relationship management functions.

Serves as the Director for the Enterprise Solutions Office and is responsible for providing technical services in the development and support of mission critical platforms and solutions.

Serves as the Director of IES and is responsible for the operation, improvement, and growth of the Integrated Enterprise System, which includes central procurement, budgeting, finance, HR, payroll, travel, training, plant maintenance, and reporting for the commonwealth.

Serves as the Director of the Bureau of IT Project Management and is responsible for developing and implementing policies, procedures, standards, and guidelines governing the initiation, planning, execution, monitoring, and controlling of commonwealth IT projects; coordinating the review of project proposals; directing a staff of project managers in the management of enterprise and other major or sensitive IT projects; monitoring the planning, development, and implementation of IT projects; and providing consultative guidance and training on the management of IT projects.

Serves as the CIO for a smaller delivery center and is responsible for the strategic information technology planning, policy development, business relationship management, business requirements, project and portfolio management, financial management, supplier/contract management, application services, data services, customer support, technical training and support, technical research, and information management.

Manages the commonwealth’s security program as the CISO Officer including developing a comprehensive security plan and a security-awareness program; developing and implementing IT security programs, policies, and procedures; managing security staff at the central office and delivery center level; advising the commonwealth’s CIO on all security matters; and providing consultation on significant IT security issues.

Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of information technology principles and practices.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

Nine years of professional information technology experience that includes three years in a managerial capacity and a bachelor’s degree;

or

Thirteen years of professional information technology experience that includes three years in a managerial capacity;

or

An equivalent combination of experience and training that includes three years in a managerial capacity.

SPECIAL REQUIREMENT:

Certain positions require certifications or other special requirements that will be identified based on the position’s specific needs, such as the ITIL Foundations certification, and must be obtained within a period of time after hire, as designated by the hiring manager.
