JOB TITLE: HEALTH DATA QUALITY MANAGER

DEFINITION: This is highly responsible administrative and technical work in planning, organizing, and directing the Department of Health’s (DOH) Data Modernization Initiative (DMI) program to provide accessible, timely, reliable, and meaningful data to internal and external public health decision makers.

The employee in this job oversees and coordinates the IT infrastructure transformation of DOH data to enhance data sharing and achieve innovative and advanced data analytics and visualization capabilities. Work involves developing, implementing, and enforcing department-wide data standards, policies, and procedures to ensure the validity, security, and appropriate use of health data within DOH, local health departments, and other external partners. Work includes coordinating the development, transformation, and operation of DOH information technology systems that support the commonwealth’s health data quality initiatives; establishing DMI program goals, objectives, and major project schedules for the assigned functions; managing budgetary activities and vendor contracts; and formulating strategic plans. Supervision is exercised over professional and technical staff engaged in enterprise data management work, such as identifying, integrating, consolidating, and cataloging data sets. Work is performed independently and is reviewed by an administrative supervisor for effectiveness and achievement of program goals and objectives.

• Supervises professional staff engaged in assessing the department’s current data practices and developing and implementing data analytic strategies and data governance policies and procedures to improve the quality, collection, exchange, and surveillance of health-related data.

• Directs the planning, development, implementation, enhancement, and performance of the DOH IT transformation to a cloud-based data warehouse.

• Examines data needs within and across public health programs and identifies areas for integration and improved data administration.

• Discusses and obtains agreement from DOH program directors and executives on business rules for data collection and exchange.

• Researches and recommends new technologies, approaches, and training resources to improve data integration, quality, timeliness, and accessibility.

• Develops and implements strategies for achieving advanced data analytics and visualization capabilities.

• Develops, implements, and enforces DOH standards and guidelines involving healthrelated data quality and security for the agency, local health departments, and other external partners.

• Serves as the DOH data governance director and presiding officer of the internal data governance committee.

• Serves as liaison with the Centers for Disease Control and Prevention and other national organizations on all aspects of health-related data policy, quality, and security.

• Manages budget planning, procurement, grant writing, and vendor selection activities for DMI.

• Coordinates access to department data and recommends tiered access or other restrictions to protect against the risk of re-identification within the department or from external users.

• Reviews the impact of the DOH IT infrastructure on data accessibility and collaborates with the enterprise IT management and support team to overcome barriers to data accessibility.

• Provides input to enterprise IT management on DOH data accessibility standards and requirements applicable to all IT systems and procurements.

• Provides input to enterprise IT management and other professional staff to identify, procure, and sustain appropriate systems and analytical tools for the department.

• Serves as the agency point of contact for federal grants related to data modernization.

• Develops, directs, and manages DMI budgets and related work plans.

• Facilitates interagency data linkages with other state agencies.

• Collaborates with the DOH Policy Office, executive staff, and legal counsel to ensure that data policies are compliant with federal and state statutes.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of information technology concepts related to the management and quality assurance of enterprise data.

• Knowledge of strategic planning concepts related to the administration of enterprise data.

• Knowledge of practices and trends in the development and enforcement of enterprise policies governing data access and data security.

• Knowledge of statistical concepts, methods, and components for the gathering, analysis, validation, and presentation of data.

• Knowledge of the principles and practices of project management.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written material.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

• Six years of professional experience in enterprise data management strategies and systems that includes four years of supervisory experience in enterprise data management or data integration, data governance, and data platforms.
