COMPUTER OPERATIONS MANAGER 1

DEFINITION: This is supervisory work in directing all operations functions at a small EDP center or comparable supervisory work in a larger EDP center.

An employee in this class plans, directs, and schedules the data preparation and control and computer operations functions at an EDP center with one or more sequentially processing computers; or assists in the supervision of these functions at an EDP center with one or more third and/or fourth generation computers operating in multi-programming mode; or supervises the operations function at an EDP center with more than one third and/or fourth generation computer operating in multi-programming mode. Work involves rendering technical advice on the development of long range programs for expanded EDP operations and for developing and maintaining an operating schedule aimed at providing the most efficient utilization of personnel and equipment. Work includes supervising and participating in planning and research to develop improved data processing methods and techniques. An important aspect of the work is the coordination of computer operations program with that of the computer programming and computer systems analysis disciplines. Employees exercise considerable initiative, independent judgment, and creativity in making technical decisions and in planning and directing the work of subordinates. General supervision is received from an administrative or technical superior who reviews work for adherence to established policies and for results obtained.

EXAMPLES OF WORK: Plans, directs, and schedules the activities of a technical and clerical staff engaged in data preparation and control, tape library, tabulating, and scheduling functions at an EDP center with one or more sequentially processing computers and its peripheral equipment.

Assists in planning, directing, and coordinating the activities of a technical and clerical staff engaged in data preparation and control, tape library, tabulating, and scheduling functions at an EDP center with one or more third and/or fourth generation computers operating in multi-programming mode and one or more sequentially processing computers and its peripheral equipment.

Develops and maintains, or assists in developing and maintaining, the computer operations priorities, and performs intensive program analysis to schedule personnel and equipment to provide optimum machine utilization.

Plans, directs, and schedules the activities of a technical staff engaged in the operation of more than one third and/or fourth generation computer operating in multi-programming mode and more than one sequentially processing computer, and its peripheral equipment.

Establishes, or assists in establishing, board electronic data processing operational goals and standards and outlines objectives that must be realized in reaching these goals.

Coordinates, or assists in coordinating the computer operating program with the programming and systems analysis disciplines.

Coordinates data communications activities with user and computer operating personnel.

Provides, or assists in providing technical advice and assistance to administrative personnel planning operating changes within the department.

Reviews, or assists in reviewing, output to insure that the accuracy and quality are in accordance with current operational standards.

Supervises and participates, or assists in supervising or participating, in planning and research to develop improved data processing methods and techniques.

Directs, or assists in directing, the development of maintenance schedules for the various types of computer and auxiliary equipment.

Collects, or assists in collecting, statistical data and prepares reports on electronic data processing utilization.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of computer operating capabilities.

Knowledge of computer operating methods and procedures.

Knowledge of the principles and practices of effective supervision.

Knowledge of computer peripheral equipment operation.

Knowledge of computer programming techniques.

Knowledge of basic algebra and numbering systems.

Ability to think in terms of computer logic.

Ability to communicate effectively, orally and in writing.

Ability to develop and supervise a staff of technical and clerical personnel.

Ability to establish and maintain effective work relationships with subordinates, operating personnel, administrators, and manufacture representatives.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Computer Operations Supervisor.

Three years of experience in operating computers, including two years in a supervisory capacity, and an associate degree with major course work in data processing.

                                                                                                                                                                         or

Four years of experience in operating computers, including two years in a supervisory capacity; and graduation from high school, or equivalent certification or formal training. Formal training in electronic data processing may be substituted for non- supervisory experience at the rate of 25 hours for one month, to a maximum of 12 months.
