IES SENIOR BUSINESS OPERATIONS SPECIALIST

DEFINITION: This is advanced technical and analytical work in the review and redesign of business processes and the configuration and design of enterprise software for the Commonwealth’s Integrated Enterprise System (IES) SAP system.

An employee in this job is a member of a business operations team that redesigns business processes and configures and designs the enterprise software for a specific business area. The work includes reviewing and analyzing business processes, determining the most appropriate way to meet the business process needs using the software, analyzing the costs of customized changes to the software, configuring the enterprise software or developing specifications for customized changes to the system, and coordinating changes to the system with other business teams. A significant aspect of the work includes developing test scripts and
executing various tests to ensure that changes to the system work properly and do not have unforeseen effects on other business areas. The work also requires providing technical assistance to end users by analyzing and resolving system-related problems. Work is distinguished from the lower level job by the broader scope of the assignments, independence in conducting and completing work, and the assignment of an ongoing project leadership role. Work may also include the provision of training or technical guidance to lower level IES Business Operations Specialists. Work is assigned by an IES Business Operations Supervisor and is reviewed for overall effectiveness and satisfactory completion of assignments.

EXAMPLES OF WORK: Serves as a member of a business operations team such as budget, finance, procurement, human resources, or payroll to redesign business processes and configure enterprise software.

Conducts a review and comparison of current business processes with the best practices of the enterprise software to determine where business process or system changes are necessary.

Configures the enterprise software to support Commonwealth business processes.

Coordinates system changes to determine the impacts of the changes on other business areas.

Writes detailed functional specifications that describe custom changes that are necessary to support Commonwealth business processes.

Prepares an analysis of the costs for developing customized solutions that are needed to support Commonwealth business processes.

Prepares, develops, executes, and validates testing of system implementation.

Prepares test scripts for scenarios based on current and proposed business processes.

Provides technical assistance to agency staff in the analysis and resolution of problems that relate to the enterprise software.

Makes recommendations on the most appropriate way to incorporate business processes into the system.

Determines how changes to legislation, contracts, or regulations will impact business processes and what changes are necessary to incorporate the changes within the enterprise software.

Prepares or assists in the preparation of training materials and scenarios.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of SAP applications software from a business perspective.

Knowledge of the principles and practices of public administration.

Knowledge of systems analysis principles, practices, and techniques.

Ability to learn to configure the enterprise software.

Ability to read and interpret legislation, collective bargaining contracts, and regulations applicable to the business operations team.

Ability to establish and maintain effective working relationships with end users, technical staff, consultants, and coworkers.

Ability to communicate effectively, both orally and in writing.

Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.

Ability to learn Commonwealth business processes.

Ability to perform technical duties in a large scale enterprise environment.

Ability to identify technical problems and recommend solutions.

Ability to work independently.

Ability to use all components of Microsoft Office software.

MINIMUM EXPERIENCE AND TRAINING: Five years of professional work in a business operations area;

                                                                                                                                                                             or

One year of professional work in a business operations area, and a bachelor’s degree in public administration, business management, information systems or related field;

                                                                                                                                                                             or

One year of technical work in the review and redesign of business processes and the configuration and design of enterprise software in an SAP environment;

                                                                                                                                                                             or

An equivalent combination of experience and training.
