CONTRACT COMPLIANCE REPRESENTATIVE MANAGER, OIT

DEFINITION: This is professional managerial work involving responsibility for ensuring contract compliance and service delivery by vendors providing outsourced data center services.

This position functions as the Chief of the Contract Compliance Division and directs Contract Compliance Representatives who are responsible for developing and implementing systems for measuring vendor performance and resolving problems involving non-performance. The employee in this class directs staff in developing performance measures, developing and maintaining tracking and reporting systems to monitor vendor performance, conducting performance audits, recommending solutions to non-performance problems, advising agencies on contract requirements, and consulting with Customer Services Representatives and Technology Consultants on issues related to contract compliance. This position may be directly involved in major contract compliance initiatives or problem resolution. An important aspect of the work of this class is the development and implementation of policies, procedures, standards and objectives for the contract compliance program. Work is performed under the general direction of the Director, Bureau of Consolidated Computer Services and is reviewed for overall results achieved in ensuring contractors compliance and performance in delivery of data center services to Commonwealth agencies.

EXAMPLES OF WORK: Directs the development of measures and updating of metrics for vendor contractor performance in the provision of outsourced mainframe and mid-range computer operations and technical support services.

Supervises and participates in the development of sanctions and procedures to be followed for non-performance of vendors, evaluation of the effectiveness of outsource contracts provisions, advising contractor personnel of deficiencies, development of action plans to remedy non-performance, and negotiation of solutions to non-performance with vendors.

Supervises Contract Compliance Representatives in the conduct of performance audits to determine vendor contract compliance.

Directs and participates in the development, implementation and maintenance of tracking and reporting systems for monitoring contract compliance and vendor performance. Reviews reports on vendor contract compliance.

Recommends and supervises the administration of changes to outsource contracts.

Implements changes to contracting and contract administration procedures.

Directs staff in the provision of advice and technical assistance related to the administration of outsource contracts and vendor performance issues.

Consults with the Customer Services Manager and Technology Consultant Manager regarding measuring vendor performance, solving performance and service delivery problems, and coordination of programs.

Assists and instructs subordinates with very difficult problems or initiatives.

Advises the Bureau Director and Deputy Secretary on issues related to contract compliance and vendor performance.

Establishes performance standards and evaluates the performance of Contract Compliance Representatives and support staff.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the operation, capacity and capabilities of mainframe and mid-range computer systems.

Knowledge of current developments in data center computing and management information systems.

Knowledge of modern management principles and practices.

Knowledge of the principles of effective supervision.

Ability to supervise the application of Commonwealth procedures and regulations and standard business practices related to the fiscal management of contracts.

Ability to supervise the development of appropriate performance measures based on technically complex data center services contract requirements and specifications.

Ability to supervise the evaluation of data center services vendor performance against performance measures and development of solutions to non-performance and non-compliance problems.

Ability to supervise the development of effective working relationships with contract vendor, agency and other professional personnel.

Ability to communicate effectively orally and in writing to include the preparation and presentation of oral and written reports.

Ability to make decisions in a timely manner.

MINIMUM EXPERIENCE AND TRAINING: Five years of supervisory work involving planning, directing and scheduling of data preparation, control and computer operations in a mainframe and/or midrange environment; five years of technical work involving designing and programming mainframe and/or midrange operating systems; or five years of advanced systems analyst work which involved development and maintenance of performance metrics in a mainframe and or midrange environment; and a Bachelors Degree.
