PROJECT MANAGER 2

DEFINITION: This is responsible professional and administrative work directing the planning, development and implementation of Commonwealth information technology (IT) projects.

An employee in this job is responsible for planning, directing, controlling, and implementing major IT projects. Work involves the accountability for managing projects from their inception through implementation following Commonwealth project management methodology. Work involves developing and managing a project plan; planning, defining, and managing project scope; creating a project schedule; planning resources and budgeting costs; developing a quality plan and performing and assuring quality control activities; defining staffing roles and responsibilities; developing and adhering to a communications plan; and identifying risks, preparing risk mitigation plans, and executing contingency actions. At this level, projects managed are broad in scope and may be enhancement or development IT projects for a major Commonwealth system that is comprised of highly complex components or subsystems, and typically involve a large agency or multiple agencies and diverse business operations. Projects account for a significant impact on the total IT environment within the affected agency or agencies and are typically of an extended duration. Projects may encompass a component of a project of the largest scope and complexity managed by a higher level project manager. Work involves directing the activities associated with the project of all Commonwealth employees and contracted staff assigned to, and for the duration of, the project. Work is differentiated from the IT jobs by the responsibility for managing the change processes for both the programmatic and IT components of the project. Work is differentiated from programmatic managerial jobs due to the lack of program administration duties and the limited duration project timeframe. Work is performed independently following the IT governance structure established for the project and is reviewed by a higher level manager for adherence to project objectives.

EXAMPLES OF WORK: Manages major IT projects with a broad scope following Commonwealth project management methodology.

Develops and adjusts estimates or ensures team leads adjust and revise estimates for all phases of the project including planning, analysis, design, construction, testing, and implementation.

Ensures changes to project estimates are documented and agreed to by the client.

Develops the detailed project plan and ensures all work tasks identified are completed.

Ensures adherence to project scope and documents changes.

Manages and tracks project progress against the project plan to ensure project is on schedule and takes corrective action if it is behind schedule.

Notifies and keeps project staff resources informed of project timelines, milestones, phases, work request target dates, and approved executable work package.

Manages the project budget and ensures adherence to the budget.

Develops a quality plan and performs and assures quality control activities.

Defines staffing roles and responsibilities.

Ensures appropriate timekeeping mechanisms are in place for both Commonwealth and contracted staff.

Ensures appropriate funding is secured and maintained through the project life cycle.

Develops and adheres to a communications plan.

Identifies risks, prepares risk mitigation plans, and executes contingency actions.

Develops, documents, and reports on all required project management metrics.

Prepares status reports for project team, program managers, stakeholders, and the governance board.

Plans, organizes, prioritizes, and manages multiple work efforts across multiple teams.

Ensures the final project management evaluation review with appropriate stakeholders is conducted for approval upon project completion.

Schedules or monitors project status reviews, including program management assessments, quality assurance assessments for software work products, and process reviews.

Communicates and works with client and users.

Coordinates and presents proposals to client.

Analyzes and distributes reports on project metrics associated with work items for improvement measures.

Procures or approves the procurement of all project resources.

Builds and maintains relationships with key customer representatives and stakeholders.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of project management methodology.

Knowledge of the System Development Life Cycle methodologies used in information technology projects.

Knowledge of budgetary practices and procedures.

Knowledge of the principles and methodologies of business process reengineering.

Knowledge of the principles and practices of procurement and contracting.

Knowledge of the principles and practices of effective supervision.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Business Analyst 4;

                                                                                                                                                                            or

Two years of experience as a Project Manager 1;

                                                                                                                                                                            or

Four years of experience in leading IT systems development or implementation projects and a bachelor’s degree;

                                                                                                                                                                            or

An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.
