JOB TITLE: DIRECTOR, BUREAU OF IT PROJECT DEVELOPMENT AND DELIVERY, DOT

DEFINITION: This is highly responsible administrative work in directing the Bureau of IT Project Development and Delivery within the Department of Transportation’s Information Systems and Technology Office.

The employee in this job is responsible for directing information technology (IT) project planning, policy and standards development, business analysis, budget planning, and contract and procurement management. Work involves directing the formulation, review, and implementation scheduling of all projects in the department’s IT portfolio including interagency projects; strategically evaluating the department’s IT needs and determining the priority, impact, and feasibility of all IT projects including developing cost estimates and potential timeframes; and overseeing the development of the department’s three-year strategic plan and ensuring the department’s plans are consistent with Office of Administration/Office of Information Technology (OA/OIT) strategic goals, objectives, and business plans. Work also involves directing the analysis, development, and implementation of all department IT policies and standards while ensuring consistency with OA/OIT policies and standards; directing business process and system requirement analysis including system and user acceptance testing and determining appropriate technology based on program area needs to deliver cost-effective IT solutions; managing the department’s IT budget; and overseeing the department’s IT procurement process including approving or disapproving all IT purchases and providing support to agency program areas in the development of contracted project specifications and in the management of outsourced projects. Supervision is exercised over professional and technical staff including a Project Manager 3 involved in the planning, development, and implementation of department and interagency IT projects. Work is performed with considerable independence under the general direction of the department’s Chief Information Officer (CIO) and is reviewed through conferences and project reports for achievement of objectives and overall issues.

• Directs the activities within the Bureau of IT Project Development and Delivery, which is responsible for IT project planning, policy and standards development, business analysis, budget planning, and contract and procurement management.

• Manages a staff involved in the development and review of the agency IT strategic plan and requests to determine feasibility, the efficient use of resources, and consistency with statewide initiatives.

• Directs the management of the IT portfolio consisting of diverse agency IT projects and initiatives which may require multi-agency integration and coordination.

• Directs the formulation, review, and implementation scheduling of all projects in the IT portfolio.

• Ensures IT project requests and proposals are consistent with the IT strategic plan and consistent with OA/OIT standards.

• Directs the development and implementation of IT project management methodology.

• Develops and recommends policies and procedures relative to agency-specific IT needs and in conjunction with OA/OIT enterprise standards and contracts.

• Directs the process of identifying, analyzing, recommending, and testing improvements to department IT processes and systems.

• Conducts ongoing contract management and provides support to agency program areas in the development of contracted project specifications and in the management of outsourced projects.

• Directs the acquisition of technical hardware, software, and supplies for the effective and efficient management and use of IT resources.

• Coordinates and manages the overall agency IT budget by monitoring, approving, and disapproving all IT projects, procurements, and contracts.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of information technology strategic planning concepts.

• Knowledge of the principles and practices of project management methodology.

• Knowledge of the principles and methods of policy and program planning, development, and evaluation.

• Knowledge of the methods and techniques used in conducting data collection, analysis, and evaluation.

• Knowledge of the principles and methodologies of business process engineering.

• Knowledge of the methods and developments in the field of IT resource management.

• Knowledge of hardware, software, and services acquisition and contract management processes and procedures.

• Knowledge of budgetary processes and procedures.

• Knowledge of the principles and practices of effective supervision.

• Ability to analyze and interpret policies, rules, regulations, and laws.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional experience in IT resource management consulting, policy analysis, project management, budgeting, and procurement, including two years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
