DIRECTOR, BUREAU OF REGIONAL OPERATIONS, PLCB
DEFINITION: This is highly responsible administrative and managerial work planning and directing the statewide operation of Pennsylvania Liquor Control Board (PLCB) Wine and Spirits Stores.
The employee in this job is responsible for planning, directing, and monitoring statewide agency activities related to store operations and the retailing, wholesaling, and in-store storage of all liquors sold in Wine and Spirits Stores. Work involves developing, implementing, and evaluating operational procedures to ensure that the effective sale of liquors is consistent with consumer demand and strategic agency objectives. Work also involves advising the Director of Retail Operations on policy changes necessary for improved operations, profitability, and customer service; reviewing proposed policy changes for their impact on operating procedures; and ensuring the effective and consistent implementation of approved policies within the agency. Work is performed with a high degree of independence and is reviewed, subject to applicable laws and agency strategic plans, for program effectiveness by the Director of Retail Operations and the Board.
EXAMPLES OF WORK: Plans and directs the statewide retailing, wholesaling, and in-store management of all wine and spirits inventories sold in Wine and Spirits Stores.
Evaluates and provides operational insight into the agency’s site acquisition, property leasing, and store design, renovation, and refurbishment initiatives.
Develops, installs, and evaluates operational procedures for the effective sale of liquors consistent with identified consumer demand and strategic agency objectives.
Reviews statewide and local retail and real estate market analyses to make recommendations for new store locations.
Oversees the inspection of stores for compliance with established policies and procedures and makes recommendations on which proposed and existing store sites meet the business requirements of the Board.
Advises the Director of Retail Operations on policy changes necessary for improved operations and ensures the effective implementation and consistent application of approved policies.
Directs regional operational programs such as store security, loss control, and customer relations.
Communicates with private and public organizations, industry representatives, vendors and licensees, local and state government officials, and the public to interpret, clarify, and promote Board policies.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the practices and operating methods of retail and wholesale ventures engaged in chain store merchandising, display, and sales.
Knowledge of the principles of retail distribution.
Knowledge of the practices involved in retail property management.
Knowledge of the principles and practices of business administration.
Knowledge of the principles and practices of employee supervision.
Ability to analyze and interpret policies and procedures.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: Nine years of liquor store management experience;
or
Nine years of management experience in a retail or wholesale merchandising operation that involved the review, analysis, and implementation of policies, procedures, and directives;
or
An equivalent combination of experience and training.
