JOB TITLE: DIRECTOR, BUREAU OF RETAIL INFRASTRUCTURE DEVELOPMENT, PLCB

DEFINITION: This is professional managerial work directing the statewide site assessment, leasing, construction, and renovation of Fine Wine & Good Spirits stores for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job directs a comprehensive and integrated infrastructure development program for the agency’s retail stores. Work involves directing all phases of retail store construction and renovation, including site assessment and selection, commercial property leasing, project planning and scheduling, interior design and layout, and construction oversight and inspection. Work includes planning and coordinating the annual cycle of construction and renovation projects on a statewide basis that considers agency priorities, budgets, costs, and the logistics of deploying staff and materials to various construction sites. Work also includes directing negotiations with landlords, brokers, contractors, and third-party service providers to control costs and to authorize changes in design and construction. Supervision is exercised over administrative and technical staff. An important aspect of this work is serving as the PLCB’s subject matter expert and principal advisor to agency executives and board members on all aspects of the planning, design, and construction of retail stores. Work is performed with considerable independence and is reviewed through reports and conferences for effectiveness of results.

• Plans, directs, and manages the retail infrastructure development program for the construction and renovation of Fine Wine & Good Spirits stores across Pennsylvania.

• Directs the assessment of new store locations by evaluating the suitability of structures and their building systems, the potential leasing terms, and the preliminary construction cost estimates, and provides site-specific recommendations to agency executives and the board.

• Approves the annual statewide and project-level budgets for the construction and renovation of Wine and Spirits Stores, and provides periodic fiscal status reports to senior managers and executives.

• Oversees the design of store floor plans and the development of construction plans and specifications.

• Researches, evaluates, and authorizes all material upgrades to store designs by interpreting brand, style, and aesthetic goals into practical construction concepts and projects.

• Serves as project manager over all aspects of retail store construction projects from inception to completion, including authorizing changes in materials, methods, or design configurations and ensuring compliance with quality standards.

• Determines the need for specialized construction services, administers contracts, evaluates the work of third party service providers, and negotiates changes to contracted services as required.

• Manages the agency’s inventory of construction equipment, supplies, and materials.

• Directs the research, selection, installation, maintenance, and troubleshooting of store security systems.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of construction project management and construction contract administration.

• Knowledge of the practices and techniques of the construction trades as applied to commercial construction and renovation projects.

• Knowledge of the occupational hazards and safety precautions of the mechanical, electrical, and building trades.

• Knowledge of construction cost estimating methods and sources.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret written material.

• Ability to analyze and interpret building plans and specifications.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the principles and practices of public administration.

• Knowledge of retail store design concepts.

• Knowledge of the Uniform Construction Code.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Five years of professional commercial construction project management experience that included at least two years of supervisory experience;

or

• An equivalent combination of experience and training that included at least two years of supervisory experience.
