JOB TITLE: DIRECTOR OF ASSET PROTECTION, PLCB

DEFINITION: This is highly responsible professional and managerial work in planning, directing, and managing asset protection, auditing, and inventory management programs for the Pennsylvania Liquor Control Board (PLCB).
The employee in this job directs and evaluates asset protection, inventory management, loss prevention, risk assessment, safety and security, and auditing functions to improve agency profitability. Work involves supervising subordinate supervisory staff; establishing program goals and objectives; directing the development and evaluation of policies, procedures, and strategic plans; directing and conducting inventory audits to identify and resolve theft or fraud issues; and developing and implementing security and safety programs. Work also includes evaluating accounting and operational processes and the impacts that policy and procedural changes may have in order to reduce risk and losses. Work is performed under the general supervision of an executive staff member who reviews the work through conferences and reports for overall program effectiveness and adherence to applicable laws, regulations, and policies.

• Plans and directs the development of loss prevention strategies and policies relating to the security of liquor and alcohol.
• Develops and implements agency policies related to asset and inventory management, risk management/assessment, safety and security, investigations, and auditing.
• Monitors cash handling theft, inventory control, facilities and equipment damage, security access violations, fraud, and audits of employee activities.
• Audits sites and documents findings to ensure inventory is processed, handled, and monitored appropriately.
• Coordinates and implements site security, operations, and activities to ensure the protection of employees and physical assets.
• Directs and oversees research regarding internal loss trends, problems, or opportunities.
• Directs cross functional teams through established auditing processes to determine causes of preventable losses.
• Manages loss prevention efforts.
• Reviews and approves all business processes within the bureau.
• Provides strategic guidance to executives and directors on policies and procedural changes.
• Coordinates and communicates with leadership and law enforcement to ensure work is performed in accordance with appropriate policies, regulations, and laws.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the concepts, theories, principles, and practices of accounting.
• Knowledge of the methods and techniques used to research, collect, organize, assess, and communicate financial data.
• Knowledge of computerized auditing processes.
• Knowledge of the principles and practices of inventory management.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret policies, procedures, and regulations.
• Ability to analyze program information and statistical data to develop policy recommendations.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in fiscal administration which includes three years of supervisory experience, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field;
or
• An equivalent combination of experience and training which includes three years of professional supervisory experience in fiscal administration.
