JOB TITLE: DIRECTOR OF WHOLESALE OPERATIONS, PLCB

JOB CODE: 02387

DEFINITION: This is highly responsible administrative work directing the sales, marketing, and customer service activities for all wholesale business for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job is responsible for the strategic planning, policy development, and administration of all wholesale and licensee customer support activities for the PLCB. Work involves serving as the principal advisor to the Executive Director and to the Board on all matters pertaining to wholesale activities; conferring with the Executive Director and the Board on formulating new policies; and developing or revising policies and procedures relating to wholesale operations. Work includes the development, implementation, and administration of sales and service initiatives for all wholesale and licensee business. Work also includes directing the PLCB’s consumer relations function. Work is performed with considerable independence within the framework of Board policies under the general direction of the Executive Director, who reviews work through conferences, reports, and effectiveness of results.

• Directs, through subordinate bureau directors, all sales and service activities for the agency’s wholesale and licensee business.

• Advises the Board on all wholesale operations matters and the servicing of licensees and licensed retailers.

• Directs the development of policies and procedures for all wholesale operations matters.

• Directs the development of outbound business partnering with large scale licensed retailers.

• Directs the activities of all inside sales and support activities.

• Establishes sales goals and directs the implementation of strategic sales initiatives.

• Establishes and reviews all policies and procedures affecting the smooth operation of all on-line portal based sales for licensees and wholesale buyers.

• Directs all relationship management activities for wholesale customers.

• Directs the resolution of wholesale customer and licensee issues and problems.

• Directs the receipt, investigation, and resolution of consumer concerns.

• Represents the Board at conferences and meetings.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of sales activities and behaviors.

• Knowledge of the principles and practices of retail business operations.

• Knowledge of the principles and practices of customer service.

• Knowledge of the principles and practices of supervision.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Ten years of professional experience in business or supply chain management, which includes four years in a supervisory capacity, and a bachelor’s degree in business, finance, supply chain, marketing, or any other closely related field;

or

• An equivalent combination of experience and training.
