DIRECTOR OF ADMINISTRATION PLCB

DEFINITION: This is highly responsible administrative work directing administrative support programs within the Pennsylvania Liquor Control Board (PLCB).

The employee in this job is responsible for strategic planning, policy development, and management of the human resource, talent management and organization development, equal employment opportunity, strategic initiative development, and support services functions within the PLCB. Work involves serving as the principal advisor to the Chief Executive Officer (CEO) and Board on all matters pertaining to human resource, talent management and organization development, equal employment opportunity, strategic initiative development, and support services; conferring with the CEO and Board regarding the formulation of new policies; developing and reviewing policies and procedures to improve management operations; advising subordinates responsible for implementing these policies and procedures; and researching and revising programs and legislation to develop executive policy recommendations that will enable the PLCB to be a retail industry leader. Work also includes meeting with state and local officials, staff of the Governor's Office and the general public for the purpose of interpreting and promoting Board policies. Work is performed with considerable independence within the framework of Board policies under the general direction of the CEO who reviews work through conferences, reports, and effectiveness of results.

EXAMPLES OF WORK: Plans and directs, through subordinate bureau directors, the human resource, talent management and organization development, equal employment opportunity, strategic initiative development, and support services functions.

Advises the CEO and Board on matters of program administration and management.

Determines administrative policies, procedures and regulations involving new strategic initiatives of the agency, changes in global agency business practices and technological improvements.

Directs the planning and management of new strategic initiatives of the agency to evaluate changes in business practices and tactical improvements.

Interprets existing policies and procedures and resolves policy and administrative questions.

Directs studies to gather data which serves as a basis for improving administrative and operational methods and practices.

Directs the development of programs to attract, retain, and deploy talent to drive PLCB strategic business goals.

Directs the agency’s Equal Employment Opportunity program.

Represents the Board at conferences and meetings.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of the principles and practices of human resource management.

Knowledge of the principles and practices of employee supervision.

Ability to analyze and interpret policies and procedures.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Ten years of experience directing a management program which included personnel administration, including three years of program and policy planning and development experience and three years of supervisory experience, and a bachelor's degree in business administration or closely related field;
