JOB TITLE: DIRECTOR OF DISTRIBUTION, PLCB

JOB CODE: 02396

DEFINITION: This is highly responsible administrative work directing distribution center operations and logistics for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job directs and evaluates supply chain distribution functions, including logistics operations. Work involves supervising subordinate supervisory staff; serving as the principal advisor to executive staff and the Board regarding supply chain distribution; directing the development and evaluation of policies, procedures, and strategic plans; and evaluating programs and legislation to develop executive policy recommendations. Work includes monitoring compliance with homeland security requirements and collaborating with channel partners such as suppliers, intermediaries, third-party service providers, and customers. Work is performed under the general direction of an executive staff member who reviews work through conferences, reports, and effectiveness of results.

• Plans and directs distribution and management activities to create and maintain effective supply chain operations and enable the PLCB to be a retail industry leader.

• Advises the executive team and board on matters pertaining to supply chain functions.

• Develops and revises supply chain policies involving distribution center operations, inventory and supply chain management, and transportation and expedition.

• Develops, implements, and evaluates systems, standards, inventory management and warehousing policies, and procedures to ensure product availability on a regional and local basis.

• Evaluates the effectiveness and efficiency of supply chain distribution functions.

• Plans and supervises the implementation of operational and policy changes.

• Evaluates and implements measures necessary to meet homeland security requirements.

• Plans, implements, and controls the flow and storage of products and related information between the points of origin and consumption in order to meet customer requirements.

• Plans and directs a comprehensive inventory management program for regularly stocked wine and liquor items and specialty products.

• Supervises the monitoring of transportation and consolidation costs and timeliness.

• Coordinates financial and auditing activities with the Comptroller's Office, Department of Treasury, and Auditor General's Office.

• Directs warehouse and bottle pick operations.

• Prepares budget estimates and monitors budget expenditures for supply chain distribution functions.

• Meets with private organizations, industry personnel, government officials, and the public to develop, disseminate, and promote PLCB policies and procedures.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of supply chain methods and practices.

• Knowledge of the principles and practices of inventory management.

• Knowledge of distribution strategies.

• Knowledge of warehousing techniques.

• Knowledge of worldwide and national importation regulations and practices.

• Knowledge of transportation regulations, costs, and modes.

• Knowledge of the application of electronic data processing methods for inventory, warehousing, and accounting operations.

• Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software

• Ability to analyze and interpret policies and procedures.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of experience directing supply chain functions which includes three years of program and policy development experience and three years of supervisory experience; and a bachelor's degree in logistics, supply chain management, or closely related field;

or

• An equivalent combination of experience and training which includes three years of supervisory experience in directing supply chain functions.
