DEFINITION: This is highly responsible and advanced managerial work in planning and directing the administrative, regulatory, and business operations of the Pennsylvania Liquor Control Board (PLCB).

The employee in this job plans, directs, and coordinates all functions and activities of the PLCB. Work involves directing, through subordinate senior level managers, the day-to-day operations related to procurement, marketing and sales, supply chain, retail operations, financial management, and regulatory control of alcoholic beverages across the commonwealth. Work also involves directing the collection, accounting, and transmittal of revenues produced through the sale of alcoholic beverages. A significant aspect of this work includes the authority to direct and implement broad agency-wide policies and procedures with Board approval. Work is performed with considerable independence in making responsible administrative decisions within the framework of laws, regulations, and policies. Work is subject to review by the Board through reports and conferences relative to the attainment of operational goals, objectives, effectiveness, adherence to policy, and overall results.

EXAMPLES OF WORK: Plans, directs, and coordinates the day-to-day activities of the principal operating functions of the PLCB to ensure the effectiveness of operations.

Serves as the operating executive of the PLCB by advising, communicating, and seeking approval and direction from the Board on all matters of the agency administrative and business operations.

Serves as the operating executive to direct and implement Board policies and initiatives.

Executes approval authority for policies and procedures affecting the day- to-day aspects of supply chain, marketing, sales, control, and education for all alcoholic beverages sold within the commonwealth.

Directs the implementation of a strategic business plan for the agency.

Directs the development, review, and implementation of policies, procedures, and programs in order to achieve identified goals and objectives.

Directs the agency’s administrative functions including budget and financial management, policy and planning, licensing, human resource management, information technology, alcohol education, and equal employment opportunity.

Directs the agency’s business operations including marketing, supply chain, retail operations, and regulatory and external affairs.

Reviews and approves annual budget estimates and requests for presentation to the Board.

Meets with federal, state, and county officials to explain agency functions, programs, rules, regulations, and policies and procedures.

Directs the investigation of misconduct by managers and recommends corrective disciplinary action or dismissal.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of marketing, sales, supply chain, and retail operations.

MINIMUM EXPERIENCE AND TRAINING: Ten years of professional managerial experience directing the purchasing, supply chain, marketing, and sales operations for a large business or agency that includes at least three years in an executive management capacity, and a bachelor’s degree;


An equivalent combination of experience and training that includes at least three years of professional managerial experience directing a large business or agency.
