SERIES NATURE OF WORK: The Procurement Specialist job series describes professional work in strategically sourcing and procuring goods and services, negotiating and administering related contracts, and implementing corrective actions for non-compliance.
DEFINITION: This is responsible supervisory or managerial work directing the procurement of goods, supplies, equipment, and services for an agency or service delivery center.
An employee in this job supervises Procurement Specialists 3 responsible for analyzing procurement policies and strategies and providing consultation to program managers in the development, execution, and evaluation of highly complex procurement contracts; or manages, through subordinate supervisors, professional staff working with complex procurements characterized by multiple funding sources, varied and specialized goods and services, diverse parties with competing interest, and non-standard terms and conditions. Work involves establishing and analyzing policies, strategies, and controls related to the agency’s procurement and contracting functions to identify opportunities for improved services, cost savings, and streamlined processes. Work includes overseeing the development and enforcement of contractor performance measures; negotiating terms and requirements for contracts that are politically sensitive or prone to litigation; and implementing corrective action plans or assisting with recovery of liquidated damages from non-compliant vendors. Work at this level requires interacting with agency executive staff, legal counsel, comptroller operations, and vendors to create plans and strategies to meet the agency’s procurement goals, and to identify and resolve related problems. Administrative oversight is exercised over procurement staff through subordinate supervisors and managers. Work is performed independently and evaluated by an administrative supervisor for effectiveness of results.
DISTINGUISHING CHARACTERISTICS:
• Positions appropriate to this job serve in the following capacities:
o Supervises the development, implementation, and evaluation of highly complex procurements and contractual agreements that typically involve statewide scope or coordination among multiple government entities and programs; multi-million dollar service agreements; high visibility and political sensitivity; extensive legislative and policy considerations; and significant impact on an agency’s mission or the health, safety, and well-being of the public.
o Manages through subordinate supervisors, including at least one employee at the Procurement Specialist 3 level, the procurement function for an agency with delegated authority from the Department of General Services for complex procurements and multi-million dollar contracts.
o Responsible for performing enterprise-wide information technology procurement activities in the Department of General Services.

• Directs, through subordinate supervisors, the procurement and contracting functions for an agency or service delivery center.
• Supervises subordinate Procurement Specialists 3 in the development, implementation, and evaluation of highly complex procurement contracts.
• Represents the agency’s interests in collaboration with Executive Offices, the Attorney General’s Office, Comptroller Operations, the Commonwealth’s Chief Procurement Officer, and other government officials.
• Develops and implements procurement policies and sourcing strategies for better service delivery, cost savings, or streamlined processes.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of procurement principles and best practices.
• Knowledge of applicable laws, rules, regulations, and procedures impacting procurement and contracting functions.
• Knowledge of technical writing and contracting principles.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to develop and analyze policies, procedures, and standard business practices for application to contractual agreements.
• Ability to apply critical thinking skills to identify and resolve problems.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Procurement Specialist 3 (commonwealth title);
or
• Three years of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field;
or
• An equivalent combination of experience and training.
