JOB TITLE: IT PROCUREMENT MANAGER, DGS

JOB CODE: 02770

DEFINITION: This is highly responsible managerial and administrative work directing IT procurement activities in the Department of General Services (DGS).

The employee in this job manages the work of the IT Procurement Section and oversees statewide IT procurement operations. Work involves planning and directing the strategic evaluation of agency IT procurement needs, overseeing the development of appropriate sourcing strategies, and supervising the development of competitive procurement documents. Work includes analyzing and updating IT procurement policies and partnering with IT executive staff, legal staff, and other stakeholders to ensure that procurement policies, processes, and documents align with commonwealth IT enterprise strategies. Supervision is exercised over professional staff who administer enterprise-wide IT procurement activities. Work is performed independently under the general direction of the Chief Procurement Officer and is reviewed for attainment of goals and objectives, and adherence to commonwealth IT and procurement policies and standards.

• This work is distinguished from the lower-level jobs by the responsibility for supervising staff who administer enterprise-wide IT procurement activities.

• This job is distinguished from the Procurement Specialist job series based on the responsibility for managing enterprise-wide IT procurement activities in the Department of General Services.

• Directs the development and implementation of new procurement policies, sourcing strategies, and procedures to ensure effective service delivery, cost savings, sustainability improvements, and supply security.

• Provides direction to IT Procurement Specialists, commodity teams, contract administrators, and portfolio managers to ensure procurements align with commonwealth IT enterprise strategies and IT and procurement policies.

• Develops and directs negotiation strategies and leads or participates in formal supplier negotiations.

• Supervises business requirements gathering sessions with business and technical resources for complex IT procurements and assists agencies with developing business and technical requirements.

• Translates IT objectives and strategies into sourcing strategies and leads cross-functional efforts to identify and implement improvement opportunities.

• Identifies potential innovations and leads change to optimize costs, mitigate risks, and improve business outcomes.

• Supervises the collection and analysis of IT commodity and services data to develop internal and external procurement profiles.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of applicable laws, rules, regulations, and procedures impacting IT procurement and contracting functions.

• Knowledge of the component parts of personal computers, peripherals, servers, and their associated functionality.

• Knowledge of the functions and capabilities of IT systems, database, hardware, and software.

• Knowledge of IT project management methodology.

• Ability to read and interpret technical materials such as specifications, technical manuals, and other project documentation.

• Ability to develop and analyze policies, procedures, and standard business practices for application to contractual agreements.

• Ability to analyze and resolve problems.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as an IT Procurement Specialist (commonwealth title);

or

• Five years of professional experience performing IT procurement or contract management work, and a bachelor’s degree in computer science, information systems, management, project or operations management, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• This job requires ITIL Foundation, Scrum, or Agile certification at the time of hire.
