LIQUOR DISTRIBUTION ADMINISTRATOR

DEFINITION: This is administrative work in the statewide wine and spirits distribution and transportation system for the Pennsylvania Liquor Control Board.

The employee in this job directs and manages the operation of the statewide wine and spirits distribution and transportation system including the receipt, storage, processing, and shipping of wine, spirits, and related merchandise; inventory control; and customs and excise functions. Work involves advising the Director of Supply Chain on major distribution, transportation, and distribution center problems, and their solution; negotiating settlements on controversial claims resulting from unusual shortages or damages; preparing distribution center and drayage contracts; selecting and inspecting distribution centers; and
selecting common carriers, establishing rates, and participating in or directing the review of transportation rates and freight allowances on invoices from vendors, railroads, motor carriers, and steamship companies. An important aspect of the work involves assisting in developing new or revised operating policies and procedures and representing the Director of Supply Chain at a variety of meetings, conferences, and committees. Work also involves supervising Liquor Distribution Managers responsible for managing distribution center operations. Work is assigned in the form of broad program goals and objectives. Work is performed with considerable independence and is reviewed by the Director of Supply Chain through conferences for results obtained and adherence to policies.

EXAMPLES OF WORK: Establishes distribution and distribution center procedures favorable to a physical distribution system.

Directs the transfer and routing of import merchandise from domestic piers to the regional distribution centers for the purpose of complying with all federal, state, and local laws and regulations.

Directs bottle pick operations at distribution centers.

Establishes safety procedures for distribution and distribution center operations.

Resolves unusual problems concerning the receipt and delivery of freight with vendor and carrier firms.

Advises the Director of Supply Chain on major transportation, distribution, and distribution center problems and recommends solutions.

Ensures that claims resulting from damaged merchandise are processed in accordance with rules and regulations.

Inspects distribution centers to determine adequacy, future requirements, rates, and proposed locations.

Visits distribution centers to monitor contractor performance to ensure contract compliance.

Develops key performance indicators for transportation and distribution contractors.

Establishes and reviews new processes that affect the statewide wine and spirits distribution and transportation system.

Qualifies prospective bidders on distribution center and transportation (i.e. drayage and consolidation) contracts.

Coordinates the scheduling of moving operations when changing distribution center locations to ensure uninterrupted service to the state’s wine and spirits stores and to provide for the handling of incoming wine, spirits, and related merchandise shipments.

Expedites the repurchase of liquor merchandise from ex-licensees, administrators, executors, and officers of the law.

Expedites the return of unwanted or un-sellable merchandise from vendors/suppliers as directed by the Board.

Directs and supervises the preparation of distribution reports, analyses, and plans.

Develops standards for distribution center managers in the conduct of distribution operations.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of distribution center methods, safety precautions, procedures, and equipment used in the receipt, storage, and distribution of consumable goods.

Knowledge of freight distribution, transportation procedures, transportation rates, and routings.

Knowledge of the practices and techniques of traffic claims and reclaims processing and resolution.

Knowledge of distribution center records procedures and inventory control systems.

Knowledge of the practices and techniques of the importation of consumable goods.

Knowledge of customs regulations and international logistics processes.

Knowledge of the procedures and techniques to effectively evaluate warehouse systems, processes, and operational procedures.

Knowledge of contract administration for consolidation contracts at domestic and foreign points.

Knowledge of the principles and practices of effective employee supervision.

Ability to read, interpret, and apply laws, policies, and procedures.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Liquor Distribution Manager;

                                                                                                                                      or

A bachelor’s degree in logistics, supply chain, business management or a closely related field and four years of professional operations managerial experience in centralized warehouse, distribution center, transportation, or a retail/wholesale operation that involved contract administration and the utilization of computerized product tracking;

                                                                                                                                     or

An equivalent combination of experience and training that includes three years of professional operations managerial experience in a centralized warehouse, distribution center, transportation, or retail/wholesale operation that involved contract administration and the utilization of computerized product tracking.
