JOB TITLE: DIRECTOR, BUREAU OF DISTRIBUTION AND LOGISTICS, PLCB

DEFINITION: This is responsible administrative and professional managerial work in the planning, organizing, directing, and oversight of the warehousing, distribution, and delivery of all products for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job plans, directs, and manages the operation of the statewide warehousing, distribution, and transportation system including the receipt, storage, processing, and shipping of wine, spirits, and related merchandise to the agency’s stores and to permitted large-scale retailers. Work includes directing and managing third-party logistics (3PL) providers and ensuring the security, accuracy, and accountability of all inventory for bailment and non-bailment items. Work involves developing, implementing, and evaluating policies, standards, and procedures for all matters relating to distribution centers, contractors, deliveries, and warehousing. Work also includes creating and implementing best practices, optimizing business processes, and overseeing the accurate accounting for all physical inventory. Work is performed with considerable independence and is reviewed by an executive through conferences and reports for overall program effectiveness and adherence to federal and commonwealth laws and PLCB regulations and policies.

• Plans, directs, and coordinates the activities of the Bureau of Distribution and Logistics, including the development of agency policies regarding warehousing, distribution, and delivery.

• Plans, manages, and evaluates logistics operations by coordinating with internal stakeholders, vendors, 3PL providers, and wholesale and retail customers.

• Prepares annual budget estimates for bureau operations, including distribution centers and equipment, central office staff and travel, IT-related projects, and other technical operations and innovations.

• Develops, revises, and proposes contracts for services related to physical distribution network design, physical supply network design, warehouse management systems, vendor performance standards for east and west coast consolidation operations, and all 3PL providers.

• Plans, directs, and coordinates all Continuity of Operations Planning for distribution centers to sustain shipping and delivery operations in the event of a disruptive emergency.

• Directs the oversight of unusual problems concerning the physical distribution center sites, such as damage to structural components, flooding, or accidents.

• Reviews distribution center inspection reports to monitor contractor performance to ensure ongoing contract compliance.

• Ensures the accuracy and timeliness of all daily, weekly, monthly, quarterly, and year-end inventory management processes.

• Ensures that claims resulting from damaged merchandise are processed in accordance with regulations and policies.

• Develops key performance indicators for transportation and distribution contractors.

• Establishes and reviews new processes that affect the statewide wine and spirits distribution and transportation system.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of distribution center methods, safety precautions, procedures, and equipment used in the receipt, storage, and distribution of consumable goods.

• Knowledge of freight distribution and transportation procedures.

• Knowledge of distribution center procedures and inventory control systems.

• Knowledge of the methods and techniques required to effectively evaluate logistical systems, processes, and procedures.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret policies, procedures, and statistical reports.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of retail supply chain distribution operations experience, including two years of supervisory experience involving warehousing, supply chain, transportation, or inventory management, and a bachelor’s degree in logistics, supply chain, business administration, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of supervisory experience involving warehousing, supply chain, transportation, or inventory management.
