CHIEF PROCUREMENT OFFICER

DEFINITION: This is professional and highly responsible administrative work directing the operations of the Department of General Services’ Bureau of Procurement for the Commonwealth of Pennsylvania.

The employee in this job serves as principle procurement advisor to top management and is responsible for planning and directing the centralized
procurement management program, designed to supply large quantities of a wide variety of goods and services to the Commonwealth. The employee also directs and manages goods strategic sourcing, services strategic sourcing, quality assurance and associated procurement programs and systems. Work involves developing and implementing procurement goals, policies, procedures, and standards within the scope of existing laws and authority; communicating procurement initiatives and concerns; participating in large-scale negotiations; and preparing and monitoring operational budget requirements. The employee exercises broad supervision over a large group of professional, technical, and clerical employees involved with the centralized supply chain activities for the acquisition of goods and services for the Commonwealth. Work is performed under general administrative supervision and is reviewed by the Deputy Secretary for Procurement through observation of program results and overall compliance with established laws and policies.

EXAMPLES OF WORK: Provides direction and management support to staff involved in the central procurement functions.

Develops, interprets and ensures compliance to procurement laws and policies.

Oversees the development of strategic commodity goals and objectives.

Remains informed of procurement and industry standards and practices.

Serves as principal advisor to top management on procurement activities and negotiations.

Communicates procurement initiatives and concerns.

Prepares and ensures adherence to operational budget requirements.

Oversees and participates in formal supplier negotiations.

Anticipates impending labor disputes, market or industry usage changes, commodity shortages, price changes and other factors in order to develop and implement contingency plans.

Performs the full range of managerial duties.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational and organizational requirements.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of current principles, practices and methods, and laws, rules and regulations pertaining to supply chain management for the Commonwealth.

Knowledge of agency requirements and product specifications.

Knowledge of market research and cost drivers.

Knowledge of standards and evaluation methods used to assess the quality and value of goods and services.

Ability to plan, organize and direct managers, supervisors and technical staff, and provide technical guidance to agencies, industry representatives and suppliers.

Ability to determine favorable procurement processes and coordinate supply chain activities to secure the best value for commodities.

Ability to negotiate, influence, and advise effectively, both verbally and in writing.

Ability to oversee competitive bid analysis and evaluation for the procurement of commodities.

Ability to analyze, advise and interpret policies and laws that regulate the acquisition of commodities.

Ability to establish and maintain effective working relationships with agency and industry staff, suppliers, and the public.

MINIMUM EXPERIENCE AND TRAINING: Seven years of strategic procurement experience in supply chain management, including four years in an administrative managerial capacity and a bachelor’s degree in supply chain management, business logistics, business management, or a related field;

Two years as Director, Commodity Management;

An equivalent combination of experience and training including three years as a manager in a supply chain management environment.
