JOB TITLE: PRODUCT AND SUPPLY ANALYST, PLCB

SERIES NATURE OF WORK: The Product and Supply series describes work in the processing, forecasting, acquisition, pricing, and distribution of products for the Pennsylvania Liquor Control Board (PLCB).

DEFINITION: This is professional analytical work in the evaluation, acquisition, pricing, sales, allocation, and distribution of products for the PLCB.

An employee in this job performs a variety of analytical duties in the evaluation, acquisition, pricing, sales, allocation, and distribution of wine and spirits. Work may include participating in product evaluations and tastings and may include participating in selecting new products for sale in stores or analyzing and recommending products for a small program or product category. Work may also include reviewing and recommending shipping, replenishment, forecasting, or procurement plans, writing or approving purchase orders, and resolving shipping and delivery problems. Work may include the supervision of lower level staff. Assignments are carried out independently, and work is reviewed through conferences, reports, and evaluation of results obtained.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the next lower level by the professional analysis, evaluation, and tasting of products, the analytical review of replenishment or procurement work, or the presence of supervision over Product Associates.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Researches, tastes, and prepares reviews of products submitted by vendors for listing consideration.

• Reviews and recommends product assortments for small categories based on an evaluation of the products and market.

• Assists in the development of processes and procedures, testing scripts, and policy documents related to integration of new software applications or tools.

• Assists in evaluating supplier options for product promotion.

• Reviews and summarizes proposed marketing strategies and suggests adjustments.

• Monitors the sales performance of assigned products to identify underperforming products.

• Participates in meetings related to the review of promotional and marketing opportunities.

• Assists in the preparation of instructions and presentations to stores summarizing all promotions and displays and verifies the execution of promotional efforts.

• Assists in the evaluation of supplier discount proposals, promotional display programs, market analyses, and profitability factors.

• Participates in product tastings to make informed quality decisions and participates in contrasting professional reviews.

• Communicates with vendors regarding new or changed policies and procedures.

• Sets replenishment rates for products in PLCB distribution centers and calculates resupply velocities for assigned products.

• Investigates delays, breakage, shortages, and advanced problems related to product shipments and works with distribution centers, stores, shippers, and vendors to resolve issues.

• Tracks and intervenes on product shipments that are delayed, lost, or destroyed in transit to replace cases and preserve service levels.

• Establishes shipping and supply plans, importation strategies, and assembles consolidated pallet shipments.

• Negotiates with vendors to fix or alter orders after initial placement.

• Notifies bailment vendors of compliance with inventory levels within distribution centers.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of shipping, transportation, and receiving functions.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of wine and spirit product characteristics and brands, including wine varietals and appellations.

• Knowledge of liquor purchasing methods and procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Successful completion of the Product and Supply Analyst Trainee training program;

or

• One year as a Product Associate 1;

or

• One year of analytical experience in marketing, supply chain, logistics, finance, or business operations in the consumer packaged goods industry, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
