JOB TITLE: SUPPLY ANALYST 2, PLCB

SERIES NATURE OF WORK: The Product and Supply series describes work in the processing, forecasting, acquisition, pricing, and distribution of products for the Pennsylvania Liquor Control Board (PLCB).

DEFINITION: This is advanced professional supply chain management work in the procurement, forecasting, replenishment, and distribution of products for the PLCB.

An employee in this job is responsible for performing strategic and analytical work in supply chain operations. Work involves the review of daily inventory movement between suppliers, distribution centers, and stores including the planning and scheduling of multiple shipments between receiving points and distribution centers, the research and analysis of shipping and transportation methods, and the resolution of complex shipping errors. Work may also involve the analysis of existing forecasting standards and metrics or the analysis of procurement and replenishment systems to improve their accuracy and reliability. Employees at this level review and propose supply chain work methods, develop and manage projects, provide analysis of the wine and spirit industry supply and distribution systems, and perform other strategic development duties. Work may include supervising a staff of lower level analysts and associates. Work is performed with considerable independence and is reviewed through conferences, reports, and evaluation of overall program effectiveness.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the next lower level by specialization in and the analysis of the velocity, quantity, and effectiveness of product movement rather than desirability or marketability of products.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Investigates and evaluates potential violations of bailment terms and conditions, determines their validity or extenuating circumstances, and recommends fees and penalties as appropriate.

• Investigates and resolves conflicts with shipments related to errors, damages, or missing or refused freight.

• Authorizes exceptions to policy or rules to ensure timely delivery of merchandise and authorizes alternative shipping methods for overdue or delayed freight.

• Participates in special projects to expand or improve supply chain services.

• Provides ad hoc reporting on division or bureau-wide programs or projects.

• Serves as the subject matter expert on agency workgroups to evaluate system upgrades with agency-wide impact.

• Reviews system-generated forecast data for accuracy and makes recommendations for adjustments to forecast review methods, tolerances, or procedures.

• Sets replenishment rates for products in PLCB distribution centers and calculates resupply velocities for all assigned products.

• Monitors inventory levels at the stores and distribution centers and alerts vendors or managers to levels that fall outside established service levels.

• Purchases new products through approved vendors.

• Identifies sales patterns for an assigned group of stores to set parameters within forecasting or replenishment applications to reflect changing supply needs.

• Investigates delays, breakage, shortages, and other problems related to product shipments.

• Provides a point of contact for store employees to resolve inventory-related issues.

• Communicates with vendors regarding new policies and procedures related to inventory controls or shipping requirements.

• Participates in projects intended to improve service levels, including the testing and development of new software applications, procedures, and policies.

• Performs the full range of supervisory responsibilities.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of supply chain management and logistics.

• Ability to analyze and interpret written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Product and Supply Analyst or Product Associate 2;

or

• Two years of analytical experience in supply chain, logistics, finance, or business operations in the consumer packaged goods industry, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
