JOB TITLE: PRODUCT AND SUPPLY MANAGER, PLCB

SERIES NATURE OF WORK: The Product and Supply series describes work in the processing, forecasting, acquisition, pricing, and distribution of products for the Pennsylvania Liquor Control Board (PLCB).

DEFINITION: This is administrative and managerial work involving the product or supply chain management functions within the PLCB.

An employee in this job is responsible for managing analysts and associates in planning, developing, and executing a large segment of the Board’s comprehensive statewide wine and spirit selection and distribution program. This includes work managing product selection, product procurement, category management, specialty product functions, supply chain, distribution, or retail demand forecasting. The employee is responsible for maximizing product selection and service levels, enhancing agency profitability, and ensuring competitive pricing structures. Work involves coordinating with agency stakeholders and liquor industry suppliers and their representatives in the development, execution, evaluation, and refinement of wine and spirits marketing and merchandising programs, and directing staff in the identification, acquisition, and delivery of specialty wine products. General supervision is received through conferences, reports, and evaluation of results obtained, with considerable independence exercised in making administrative and program decisions.

     • Work is differentiated from the next lower level by its role in managing multiple agency-wide projects and programs with statewide impact.

• Reviews and approves monthly marketing and promotional plans.

• Evaluates and presents product proposals to the Board.

• Develops and implements agency-wide strategic plans in collaboration with agency executives.

• Manages supplier negotiations and the selection and pricing of merchandise targeted for special promotions.

• Develops and approves budgets and any exceptions for special requests.

• Approves recommendations for the delisting of products that do not meet sales or profitability goals.

• Reviews and analyzes sales and profit statistics to ensure sales and profitability goals are being met.

• Oversees special studies or projects and serves on agency strategic planning committees.

• Manages product and supply staff in the identification, acquisition, and the timely and accurate delivery of specialty products.

• Oversees a portfolio of projects and programs related to supply chain management.

• Works with warehouse and logistics personnel to improve overall service levels between shippers and warehouses and between warehouses and stores.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of public administration and business administration.

• Ability to analyze program information and statistical data and develop comprehensive recommendations.

• Ability to plan, organize, and direct a comprehensive product or supply program for consumer packaged goods on a statewide level.

• Ability to analyze seasonal and economic trends in the premium product market.

• Ability to analyze and interpret written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.):

• Ability to analyze promotions, pricing, and distribution principles and practices unique to the liquor industry.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Product Analyst 3 or Supply Analyst 3;

or

• Four years of analytical experience in marketing, supply chain, logistics, finance, or business operations in the consumer packaged goods industry, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
