SERIES NATURE OF WORK: The Executive Accounting job series describes accounting work performed in the Governor’s Office of the Budget, Office of Comptroller Operations, to support all Commonwealth agencies.
DEFINITION: This is structured and specialized trainee work serving as entry into enterprise-level professional accounting work to provide a cost effective and uniform system of accounting and financial controls for government funds.
An employee in this job participates in a twelve-month structured trainee program designed to develop an understanding of Commonwealth accounting functions and the interrelationships among the Governor’s Office of the Budget, Pennsylvania Treasury Department, the Pennsylvania Department of the Auditor General, other state agencies, the federal government, vendors, recipients, and sub-recipients. Work involves participating in various training and practical assignments to develop knowledge and experience in examining, reconciling, analyzing, interpreting, recording, and reporting financial transactions to ensure consistency and compliance at the enterprise level. As an employee gains experience, work assignments become progressively more difficult. Work is reviewed in progress and upon completion for accuracy and adherence to accounting practices and procedures.

• Participates in formal, informal, and on-the-job training to develop knowledge of and proficiency in enterprise-level accounting.
• Analyzes financial transactions and prepares financial statements and reports for state or federal funds.
• Participates in analyzing and projecting financial data within established policies and procedures.
• Maintains accounting records and other supporting documentation, posts accounting entries to general ledger accounts, and uses month-end and year-end trial balances to prepare financial reports.
• Maintains expenditure and budgetary control accounts and prepares status reports.
• Prepares and posts adjustment transactions to correct or close accounts.
• Participates in maintaining inventory controls to ensure accurate records of materials in process and finished products to determine cost and wastage.
• Maintains complete accounting records to support unit, product, and industry costs and the factors used to determine these costs.
• Monitors, reconciles, and corrects funds; processes transactions; and prepares reports for small fund types.
• Applies relevant accounting theories and practices for a variety of transactions, such as revenues, expenditures, transfers, accounts payable, accounts receivable, fixed assets, loans, and inventory in accordance with applicable accounting and reporting standards.
• Assists in analyzing, preparing, and adjusting fund blocks.
• Reconciles advancement accounts, researches and resolves discrepancies with advancement checks, and prepares entries in SAP to correct errors and reconciliation issues.
• Processes Pennsylvania Treasury Department redlines.
• Assists with providing financial overviews and recommendations to agencies in areas such as cash flow, inventory levels, projections, and internal controls.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of accounting principles and procedures.
• Knowledge of computerized accounting processes.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to locate, compile, and interpret information, data, or facts from several different sources or systems to prepare accurate financial reports.
• Ability to read and interpret written information.
• Ability to read and interpret numerical data.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• A bachelor’s degree in accounting;
or
• An equivalent combination of experience and training that includes 24 college credits in accounting.
