DEFINITION:
This is managerial work in planning, organizing, and directing the process improvement functions in the Office of Comptroller Operations, Bureau of Quality Assurance and Process Improvement, Process Improvement Division.
The employee in this job is responsible for directing the process improvement functions of enterprise wide improvement initiatives aimed at strengthening the internal and management controls of commonwealth financial operations. Work involves directing business process analysis in the areas of auditing, accounting, invoicing, and revenue and payroll processing, and developing, implementing, and executing corrective action plans to address identified risks and implement improvements in overall operational efficiency and effectiveness. An important aspect of this work involves directing and participating in the provision of technical assistance to agencies and bureaus within the Office of Comptroller Operations during the identification of process improvement initiatives and the development and implementation of corrective action plans to address identified inefficiencies. Supervision is exercised over administrative and analytical staff. Work is performed with a high degree of independence and is reviewed by the Director, Bureau of Quality Assurance and Process Improvement for attainment of objectives and overall effectiveness.

• Plans, organizes, and directs the work of division staff involved in process improvement functions.
• Directs the development and implementation of detailed work plans, process maps, and studies for the purpose of identifying areas of improvement.
• Directs the development and implementation of corrective action plans to strategically address areas where procedures, goals, or operational targets are not being met.
• Manages process improvement projects by defining the project scope, creating work plans, monitoring project resources, and ensuring adherence to established project milestones and completion dates.
• Develops goals and objectives for the Process Improvement Division consistent with the overall goals and objectives of the Bureau of Quality Assurance and Process Improvement.
• Works with other bureau directors and agency heads to establish and assess internal
controls in order to identify and manage risks and maintain accountability for continuous process improvements.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES
• Knowledge of performance measurement and process improvement concepts and practices in an automated environment.
• Knowledge of accounting principles and practices.
• Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and auditing functions.
• Knowledge of business process analysis techniques.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year of experience leading process improvement, performance management, quality assurance, or accounting systems analysis functions in the Bureau of Quality Assurance and Process Improvement and twenty four credits in accounting, business administration, finance, or a closely related field;
or
• Six years of experience in quality assurance performance management or process improvement functions involving financial management functions and twenty four credits in accounting, business administration, finance, or a closely related field;
or
• An equivalent combination of experience or training that includes twenty four credits in accounting, business administration, finance, or a closely related field.
