DEFINITION: This is managerial work in planning, organizing, and directing the process improvement functions of the Office of Comptroller Operations (OCO), Bureau of Quality Assurance and Process Improvement, Process Improvement Division.
The employee in this job directs enterprise-wide process improvement initiatives to enhance the efficiency, effectiveness, and integrity of Commonwealth financial operations. Work involves directing business process analysis across functional areas including auditing, accounting, invoicing, revenue, payroll, and financial reporting; the collection and analysis of operational and performance data to identify process gaps and evaluate outcomes; and the development of enterprise-wide functional and technical requirements to guide system and process improvements. Work includes developing policies and procedures to support process improvement and operational efficiency. Supervision is exercised over professional staff. Work is performed with a high degree of independence and is reviewed by the Director, Bureau of Quality Assurance and Process Improvement for attainment of objectives and overall effectiveness.

• Plans, organizes, and directs process improvement initiatives by providing strategic direction to staff and project teams on project scope, work plan development, process mapping, and control assessments to ensure effective execution and strengthened financial operations.
• Develops and implements policies and procedures to promote operational efficiency, strengthen internal controls, and support process improvements.
• Directs the development and implementation of corrective action plans to strategically address areas where procedures, goals, or operational targets are not being met.
• Develops goals and objectives for the Process Improvement Division consistent with those of the Bureau of Quality Assurance and Process Improvement.
• Identifies and briefs executive staff on project status, risks, and issues related to process improvement initiatives.
• Collaborates with bureau and agency leadership to establish, evaluate, and enhance internal controls for risk management and continuous process improvement accountability.
• Oversees the provision of technical assistance to agencies and bureaus to identify operational inefficiencies and implement process improvements.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of performance measurement and process improvement concepts and practices.
• Knowledge of accounting principles and practices.
• Knowledge of laws and regulations related to financial operations.
• Knowledge of business process analysis techniques.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to interpret and apply policies, procedures, and regulatory requirements to financial operations.
• Ability to analyze financial and operational data to identify risks, trends, and improvement opportunities.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as an Administrative Officer 5 (Commonwealth title) in the Bureau of Quality Assurance and Process Improvement;
or
• Six years of professional experience in performance management, accounting systems analysis, quality assurance, or process improvement functions involving financial management;
or
• An equivalent combination of experience or training.
