JOB TITLE: EXECUTIVE ACCOUNTING MANAGER

SERIES NATURE OF WORK:

The Executive Accounting job series describes accounting work performed in the Governor’s Office of the Budget, Office of Comptroller Operations, to support all commonwealth agencies.

DEFINITION:

This is supervisory and administrative enterprise-wide professional accounting work to provide a cost effective and uniform system of accounting and financial controls to ensure accountability of government funds.

An employee in this job directs the examination, reconciliation, analysis, interpretation, recording, and reporting of financial transactions to ensure consistency and compliance at the enterprise level. Work involves directing the application of various accounting methods such as cash, modified accrual, accrual, asset accounting, Generally Accepted Accounting Principles accounting, project accounting, insurance accounting, or investment accounting. An employee must also be able to apply generally accepted government accounting standards and fund accounting concepts to support the preparation of the Comprehensive Annual Financial Report (CAFR). Work includes applying an understanding of the interrelationships among the Governor’s Budget Office, other state agencies, Treasury, the Auditor General, the federal government, vendors, recipients, and sub-recipients. Work is performed with considerable independence within general objectives and guidelines, and is reviewed by a division chief for achievement of objectives.

   DISTINGUISHING CHARACTERISTICS:

• Work includes responsibility for managing an accounting and budgetary control or revenue unit, or federal or special accounting community of practice team within the General Accounting, Federal Accounting, or Special Accounting Divisions in the Bureau of Commonwealth Accounting or Bureau of Financial Management.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs a unit or team of Executive Accounting Specialists engaged in enterprise-wide budgetary control, accounting, and financial reporting and presentations that provide the foundation for an effective and uniform system of accounting and financial controls to ensure the integrity of commonwealth reports.

• Develops and implements plans for the organizational unit and agencies served to ensure that performance measures are available and benchmarks are established to manage performance.

• Works with the upper management in the Office of the Budget (OB), Treasury, Revenue, and other central agencies to improve commonwealth processes and report on results of operations.

• Develops and implements commonwealth-wide financial policies and procedures and assists agencies in resolving complex issues, implementing new processes and accounting/reporting requirements, and correcting operational deficiencies.

• Directs the development of expenditure projection forecasts and the monitoring of appropriations to ensure budgetary control.

• Ensures that all budgeted amounts are properly allotted and in compliance with agency program needs and administrative requirements established by the commonwealth and federal laws regulations and standards.

• Assists the OB and Treasury cash management staff to project cash flow requirements to meet major payments and mandated payment dates.

• Interprets and implements accounting and auditing requirements for federally-funded programs as published in the Federal Register.

• Reconciles amounts due the commonwealth from federal agencies and ensures proper collection of federal receivables.

• Meets with department federal program managers to discuss federal grant awards, allowable costs, and timing of expenditures.

• Manages and monitors the drawdown of federal funds for timeliness and compliance with commonwealth cash management requirements and the federal Cash Management Investment Act of 1990.

• Directs the annual preparation of Federal Financial Assistance Reports and assists auditors throughout the commonwealth's annual financial statement audit and single audit of federal funds.

• Generates, reviews, reconciles, and submits project billings and reconciliations on behalf of large agencies’ infrastructure projects and directs the work to ensure all accounting and reporting requirements are met on time and within budget.

• Directs or performs pre-payment review on behalf of agencies to verify proposed payment rates for managed care organizations.

• Organizes the administration of all accounting functions to ensure integration of all accounting systems with the commonwealth’s central integrated ERP system.

• Verifies system validations are in place to ensure double entry accounting records stay balanced and if not reconciled, will be reflected in reports designed to compensate for potential errors in reporting.

• Leads a team of executive level accountants to support the Governor's Budget Office budget planning and execution to ensure proper use of taxpayer funds.

• Prepares and directs financial statement preparation and delivery of financial reports to independent boards and commissions, agency heads and deputies, state legislative committees, OB, and CAFR.

• Assesses and continuously improves financial and financial related policies, processes, and procedures used across the commonwealth to ensure a highly effective and cost effective government operation.

• Maintains the commonwealth's budgetary, accounting, and reporting systems; ensures conformance with measurement standards and serves as an enterprise business owner for financial and financial-related matters.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of accounting techniques and principles.

• Knowledge of financial research and analysis methods.

• Knowledge of computerized accounting system functionality and internal control requirements.

• Ability to review and interpret written information, such as laws, regulations, and standards.

• Ability to communicate complex accounting and financial issues clearly and concisely and write financial proposals.

• Ability to research and analyze complex financial problems to resolve issues and improve processes.

• Ability to establish and maintain effective working relationships.

• Ability to summarize and communicate the intent and applicability of pertinent commonwealth and federal laws, regulations, and standards to a wide variety of management, customers, and business partners.

• Ability to summarize and communicate the effect and interaction of transactions within systems to resolve very complex accounting and related financial problems.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as an Executive Senior Accountant;

or

• Three years of professional accounting experience and a bachelor’s degree in accounting;

or

• An equivalent combination of experience and training that includes three years of professional accounting experience and completion of 24 college credits in accounting.
