DEFINITION: This is highly responsible managerial and advanced professional work directing the Bureau of Program Direction in the Office of the Budget.
The employee in this job directs legislative analysis across the enterprise for impacts to the General Fund and oversees the development and implementation of legislation, fiscal policy, and program budgets based on the administration’s priority initiatives. Work involves directing the research and analysis of current and proposed legislation; the development of associated budgetary structures and fiscal policies; and the development, presentation, and implementation of program proposals. Work includes overseeing the annual review of new programs and initiatives, the analysis of those programs and budgets proposed by Commonwealth agencies, and the determination of total necessary budget allocations. Work also includes collaborating with a broad network of individuals within the Office of the Budget, the Governor’s Office, the legislature, and Commonwealth agency leadership to accomplish bureau goals and objectives. Work is performed with considerable independence under the general direction of the Deputy Secretary for Fiscal Policy and Program Coordination and is reviewed for results achieved.

• Directs the analysis of legislation and the research, development, and implementation of the priority programs and policies of the administration.
• Manages the review of legislation to ensure support of the objectives of the Office of the Budget and advocates for the Governor’s initiatives with members of the General Assembly.
• Directs the analysis and evaluation of new legislation, including its financial implications, consistency with existing laws, regulations, and policies, and potential social and economic impacts.
• Oversees the research, analysis, and development of new and existing initiatives for inclusion in the budget.
• Meets with cabinet-level officials and agency leadership to resolve program design and implementation issues and ensure alignment with current or proposed policies, legislation, and budgetary requirements.
• Oversees the development and presentation of program proposals for review and adoption by the Governor’s Office.
• Coordinates with bureau staff and the Governor’s Office to monitor the legislative calendar and establishes priorities for research and program development or modification.
• Oversees the review and analysis of federal and state funding opportunities and the development of fiscal policy related to the administration of these funds.
• Oversees the implementation process of adopted programs to include approving the policy and methodology to administer funds and the coordination of and communication to stakeholders.
• Oversees the preparation of new programs and initiatives for the Governor’s Executive Budget and the legislature’s review and budget approval vote.
• Reviews budget information to be included in press releases and communications.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of governmental budget administration.
• Knowledge of fiscal policy concepts and development.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional experience developing operating budgets which includes three years in a supervisory capacity, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes three years of professional supervisory experience in developing operating budgets.
