JOB TITLE: CHIEF, GENERAL ACCOUNTING DIVISION

DEFINITION:

This is managerial work in planning, organizing, and directing executive accounting functions in the Office of Comptroller Operations, Bureau of Accounting and Financial Management, General Accounting Division.

The employee in this job is responsible for directing general and special accounting functions through subordinate managers. Work involves managing staff and operations involved in accounting and budgetary control functions, which include budgetary review and accounting analysis for general and special funds, and revenue functions, which include revenue and cash management, cost allocations, and accounts receivables and receipts; and special accounting tasks for commonwealth agencies organized by communities of practice. Work involves developing, implementing, and administering policies and procedures for general and special accounting functions; researching, drafting, and maintaining accounting and procedural manuals; formulating performance measures, goals, and objectives for quality and timeliness of services and ensuring those standards are met; monitoring workflow and reassigning resources as needed; and resolving issues related to accounting issues or problems, working with agencies on resolutions, and identifying improvements in processes. Supervision is exercised over subordinate managers. Work is performed with a high degree of independence and is reviewed by the Director, Bureau of Accounting and Financial Management for attainment of objectives and overall effectiveness.

• Plans, organizes, and directs the work of division staff through subordinate managers.

• Develops, implements, and administers policies and procedures that provide for the efficient and effective operations of accounting functions in the commonwealth.

• Assists the Bureau Director in implementing new procedures and revisions to accounting policy.

• Develops goals and objectives for the division consistent with the Bureau of Accounting and Financial Management.

• Develops and tracks performance measures and addresses deficiencies.

• Identifies workflow issues and redeploys resources to address needs.

• Works with key stakeholders to address escalated issues and provide resolution.

• Works with agency program managers and other Office of the Budget staff in directing apportionment of payment to political subdivisions and expedited or advance payments.

• Manages staff involved in developing expenditure projection forecasts and monitoring appropriations to ensure budgetary control.

• Directs staff involved in ensuring compliance of allocation and allotment schedules and amendments with program needs and administrative requirements.

• Manages staff involved in ensuring that special funds are properly used and that adequate accounting records are maintained.

• Directs staff involved in analyzing a variety of accounting issues and preparing financial reports, budget reports, projections, or cash flow statements.

• Directs staff involved in conducting statistical reporting for commonwealth agencies.

• Oversees and directs staff in the completion of all special projects and analyses as a result of pending investigation, litigation, inquiries, reports, expenditure projections, and budget presentation materials.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements.

• Knowledge of state and federal laws, rules, regulations, policies, and procedures related to general and special accounting functions.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to develop program policy, goals, and objectives.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional accounting experience, including two years in a supervisory capacity and a bachelor’s degree including twenty-four credits in accounting;

or

• An equivalent combination of experience and training that includes two years of professional accounting supervisory experience and twenty-four credits in accounting.
