CHIEF, FINANCIAL REPORTING DIVISION
DEFINITION:
This is managerial work in planning, organizing, and directing the financial reporting functions of the Office of Comptroller Operations, Bureau of Financial Management, Financial Reporting Division.
The employee in this job is responsible for directing the development, implementation and evaluation of enterprise-wide reporting policy and procedures for Comprehensive Annual Financial Reporting in accordance with Generally Accepted Accounting Principles (GAAP) and the Commonwealth’s Single Audit Reporting operations. Work involves managing subordinate supervisors and staff involved in highly technical financial accounting systems monitoring and reporting activities; developing, implementing, and administering policies and procedures for financial reporting operations; researching, drafting, and maintaining financial reporting procedural manuals; formulating performance measures, goals, and objectives for quality and timeliness of services and ensuring those standards are met; monitoring workflow and reassigning resources as needed; resolving matters related to financial reporting issues or problems; and identifying improvements in Division processes. Supervision is exercised over subordinate supervisors who direct the work of financial reporting functions. Work also involves communicating and interacting with the highest levels of agency and independent agency representatives as well as with their respective auditors, where applicable, to ensure the development and submission of necessary financial reports and other information necessary to prepare the Commonwealth’s Comprehensive Annual Financial Report and Single Audit Report in accordance with applicable standards and requirements. Work is performed with a high degree of independence and is reviewed by the Director, Bureau of Financial Management for attainment of objectives and overall effectiveness.
EXAMPLES OF WORK:
Plans, organizes, and directs the work of Division staff involved in financial reporting functions through subordinate supervisors.
Develops, implements, and administers policies and procedures that provide for the efficient and effective financial reporting in all areas of the Commonwealth.
Develops goals and objectives for the Division consistent with those of the Bureau of Financial Management.
Works with key stakeholders to address escalated issues and provide resolution.
Oversees the enterprise wide reporting of the Commonwealth’s annual financial status and activities in the Comprehensive Annual Financial Report.
Oversees the preparation and submission of the Commonwealth’s Single Audit Report in compliance with laws and regulations.
Ensures the provision of consultative and advisory services and technical assistance on matters relative to uniform financial reporting policies and procedures.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements.
Knowledge of state and federal laws, rules, regulations, policies, and procedures related to financial reporting functions.
Knowledge of the principles and practices of employee supervision.
Ability to analyze and interpret written and numerical information.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
Six years of professional accounting experience, including two years in a supervisory capacity, and a bachelor’s degree including twenty four credits in accounting;
or
An equivalent combination of experience or training that includes two years of supervisory accounting experience and twenty four credits in accounting.
