JOB TITLE: DIRECTOR, BUREAU OF BANK SUPERVISION

DEFINITION: This is professional managerial and administrative work in planning and directing the statewide bank supervision and enforcement program and policies for the Department of Banking and Securities.
The employee in this job plans, develops, and coordinates the supervision and regulatory compliance of state-chartered banks. Work involves managing the onsite examination program, the offsite monitoring program, and the large bank supervision program; developing policies, procedures, regulations, and legislation relating to the supervision and regulation of banks; providing direction and coordination in the interpretation and enforcement of state and federal laws, regulations, and policies governing regulated banks; and coordinating policy and regulatory issues with federal regulators. Supervision is exercised over the Chief of Depository Field Examinations Program and a staff of professional and clerical employees. Work is performed independently and is reviewed by the Deputy Secretary for Depository Institutions through analysis of reports, conferences, and for achievement of statewide goals and objectives.

• Develops, recommends, and implements policies, goals, and objectives for the statewide examination program for mutual savings banks, commercial banks, and bank and trust companies.
• Directs the coordination of the statewide examination program with federal regulators.
• Develops policies, procedures, rules, and guidelines for onsite, offsite, and large bank supervision.
• Reviews operations to ensure the optimal use of bureau resources.
• Reviews and comments on proposed state and federal regulations and legislation changes affecting banks.
• Recommends new or revised legislation affecting regulated banks.
• Meets with representatives from the Federal Deposit Insurance Corporation and the Federal Reserve Banks of Philadelphia and Cleveland to coordinate policy and regulatory issues.
• Reviews and approves reports of examination for banks in troubled condition and informal and formal enforcement actions relating to banks in troubled condition.
• Monitors actions of banks to assess efforts in effecting satisfactory corrective action to resolve identified deficiencies and discrepancies.
• Coordinates special examinations for institutions converting to a state charter and recommends to the Secretary and Deputy Secretary for Depository Institutions the closure of banks operating in an unsafe and sound manner.
• Reviews surveillance, monitoring, and early warning reports of banks and schedules target examinations or ensures that other appropriate remedial action is taken.
• Advises the Secretary of Banking and Securities and Deputy Secretary for Depository Institutions on matters relating to the examination of banks.
• Coordinates all bank supervision portions of accreditation profiles and reviews.
• Assists in preparing departmental positions for hearings on violations of laws or regulations.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of accounting principles and practices related to the examination and operation of depository commercial institutions.
• Knowledge of examination standards and practices for depository institutions.
• Knowledge of state and federal laws and regulations governing operations of depository financial institutions, including fiduciary laws and practices.
• Knowledge of procedures, practices, and records employed in the operation of depository financial institutions.
• Knowledge of appropriate corrective actions that should be initiated when violations are detected.
• Knowledge of the principles of the Capital Adequacy, Asset Quality, Management, Earnings, Liquidity, and Sensitivity (C.A.M.E.L.S.) rating and other rating systems for depository financial institutions.
• Knowledge of federal examination report requirements.
• Knowledge of the principles and practices of supervision.
• Ability to interpret and apply laws, rules, and regulations.
• Ability to analyze and interpret data.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Nine years of professional experience in the regulation or examination of depository financial institutions, which included two years of supervisory or managerial experience, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes two years of supervisory or managerial experience.
