JOB TITLE: DIRECTOR, BUREAU OF CREDIT UNION AND TRUST SUPERVISION

DEFINITION: This is highly responsible managerial work directing the statewide examination and enforcement program for credit unions, trust departments of banks, and independent trust companies regulated by the Department of Banking and Securities.

The employee in this job is responsible for planning, organizing, and directing the statewide supervision and regulatory compliance of state chartered credit unions, bank trust departments, and independent non-depository trust companies. Work involves developing and implementing policies and procedures relating to the supervision of depository institutions with trust powers, credit unions, and trust companies, including directing the review of all applications and notice filings. Work also includes providing direction and coordination in the interpretation and enforcement of state and federal laws, regulations, and policies governing credit unions and trust activities. Supervision is exercised over professional and administrative staff. Work is performed independently under the general direction of an agency executive who reviews work through analysis of reports, conferences, and for achievement of statewide goals and objectives.

• Develops, recommends, and implements policies, goals, and objectives related to the examination, supervision, and regulatory compliance of state chartered credit unions, bank trust departments, and trust companies.

• Directs and coordinates the review of all applications and notice filings for credit unions, banks with trust powers, and independent trust companies.

• Recommends new legislation or revisions to existing legislation affecting credit unions and trust activities conducted at banks and independent trust companies.

• Serves as liaison between the Department and federal regulators regarding regulatory supervision of state chartered institutions as well as the chartering of new banks with trust powers and credit unions.

• Directs, coordinates, and participates in meetings with officers and directors of banks, credit unions, and trust companies on matters related to the supervision of institutions, including decisions on applications and enforcement actions.

• Directs the planning, development, and implementation of the off-site monitoring program for credit unions and trust companies to review industry conditions and trends.

• Oversees the review of charter and application requests for the operation, expansion, merger, consolidation, reorganization, liquidation, or other changes in operation for financial institutions.

• Serves as consultant to and advises agency executives on matters relating to regulatory oversight, chartering, and supervision of financial institutions.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of federal and state laws and regulations governing the operation of financial institutions.

• Knowledge of accounting and auditing principles and practices related to the examination and operation of financial institutions regulated by the Department.

• Knowledge of laws, regulations, and standards for approval of applications and chartering of financial institutions.

• Knowledge of examination report requirements and acceptable standards for internal audit reports.

• Knowledge of the principles and practices of effective supervision.

• Ability to analyze and interpret laws and regulations.

• Ability to analyze and interpret depository and financial institution data and reports.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years as a Financial Institution Enforcement Manager or as a Depository Financial Institutions Program Manager;

or

• Nine years of professional experience in examining depository financial institution or trust company records and operations for conformance to laws, rules, and regulations which included two years of supervisory experience, and a bachelor’s degree with a major in finance or accounting or in a business-related major such as marketing, business administration, or economics, which included or is supplemented by nine college credits in accounting;

or

• Nine years of professional internal auditing experience in a depository financial institution or a trust company including two years of supervisory experience, and a bachelor’s degree with a major in finance or accounting or in a business-related major such as marketing, business administration, or economics, which included or is supplemented by nine college credits in accounting;

or

• Nine years of professional operating experience in a depository financial institution or a trust company including two years of supervisory experience, and a bachelor’s degree with a major in finance or accounting or in a business-related major such as marketing, business administration, or economics, which included or is supplemented by nine college credits in accounting;

or

• An equivalent combination of experience and training.
