FINANCIAL TRANSACTIONS ANALYST 1

DEFINITION:

This is professional financial work in the review and analysis of fiscal documents and transactions in the Office of Comptroller Operations, Bureau of Payable Services, Invoice Processing Division.

An employee in this job is responsible for performing supervisory work over the purchase order based (PO) invoice processing functions, independently performing advanced analytical work in the review and resolution of blocked, rejected or problematic purchase order-based (PO) or non-purchase order-based (non-PO) invoices or related documents in the Exceptions Processing Unit, or performing supervisory work in the Quality Control Unit. Work involves providing technical assistance to agencies by serving as a liaison to resolve payment issues and includes ensuring that invoice processing and related financial transactional activities are performed in compliance with applicable rules, regulations and procedures. In the Exceptions Processing Unit, work involves independently analyzing and resolving complex invoice issues that could not be handled through regular processing channels and require further evaluation to determine the appropriate course of action to successfully complete the transactions and includes coordinating with agency personnel, vendors or other staff. In all areas, work involves running reports to monitor the subordinate staff’s transactional workflow, identifying reasons for invalid fiscal data or invoice rejections, and resolving problems escalated by the staff. In the Exceptions Processing Unit serves as a point of contact with the Department of Revenue for invoice scanning issues or the State Treasurer’s Office for payment or audit issues. Work is performed with considerable independence and is subject to review by an administrative supervisor for the timely achievement of goals and objectives.

EXAMPLES OF WORK:

Plans, organizes and supervises the review and processing of invoices.

Interprets rules, regulations, policies and procedures related to invoice processing for staff or agency employees.

Analyzes difficult invoice issues to ensure compliance with rules and regulations and determines appropriate resolution steps.

Contacts agencies or vendors to resolve rejected invoice issues and makes necessary adjustments to ensure the successful posting of invoices.

Serves as a liaison with the State Treasurer’s Office for the resolution of pay issues, such as rejected invoices or requests to stop payment.

Reverses invoices in the system that are determined to be invalid or cannot be corrected.

Ensures the implementation of new or revised operating procedures and policies and recommends improvements to existing operations.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of the subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the state and federal laws, rules, and regulations impacting the review of financial documents.

Knowledge of basic accounting principles.

Ability to perform, manipulate, and interpret mathematical calculations and expressions.

Ability to review and interpret various reports, transactions, policies, and documents.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years of experience conducting financial reviews of documents for compliance with federal and state laws, rules and regulations; and a bachelor’s degree including fifteen credits in finance, business, accounting or closely related field;
