FINANCIAL OPERATIONS CHIEF, DHS

DEFINITION:

This is responsible administrative work directing the financial operational and procedural development activities for the Department of Human Services (DHS).

The employee in this class plans, organizes, directs and coordinates the development and implementation of departmental financial and audit methods, procedures, operations and federal reimbursement strategies. Work involves directing and managing all fiscal audits, reviews, and survey activities required by the federal government, Auditor General, Comptroller, and internal auditors. Work involves responsibility for coordinating reimbursement issues with the federal government and providing technical assistance to local government and human services provider agencies operating federal and state mandated programs. Work includes developing and implementing operational methods and procedures to ensure compliance with departmental financial regulations and directives. Supervision is exercised over a staff of professional, technical and clerical personnel. Work is performed in compliance with generally accepted auditing principles and agency policies and procedures under the direction of the Bureau Director who reviews work through periodic conferences and reports for achievement of established objectives.

EXAMPLES OF WORK:

Plans, organizes and directs the evaluation, development and implementation of financial and audit operational methods and procedures affecting operating units of DHS, county government and provider agencies.

Ensures county government and provider agencies receive technical assistance on budgeting, financial systems, and regulatory implementation.

Plans and directs the operation of DHS's payment system to provide appropriated funding to county government and provider agencies.

Oversees information technology operations including inventory, maintenance, troubleshooting, equipment replacement, project coordination, and software development and implementation.

Coordinates the annual Generally Accepted Accounting Principles (GAAP) and state level and county single audits for auditing DHS's consolidated financial statements.

Assists in the development of the Agency Annual Audit Plan to ensure that all major risk areas receive audit coverage.

Conducts or participates in complex and sensitive management reviews which may cross program office lines.

Writes detailed reports and provides recommendations to departmental officials.

Meets with DHS program officials to develop strategies to maximize revenues generated by the facility reimbursement operations.

Ensures the provision of technical assistance to Facility Reimbursement Officers at field facilities.

Directs problem resolution of institutional revenue collection activities.

Directs the analysis of facility fiscal accounts and financial reports to evaluate revenue collection activities.

Performs the full range of supervisory duties.

May participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of public budget administration with emphasis on accounting and financial management principles, procedures, practices, objectives and planning.

Knowledge of federal legislation, rules, regulations, policies, and procedures regarding reimbursement and reporting requirements for federal and state human services programs.

Knowledge of the principles and standards for conducting fiscal audits, reviews, and surveys of governmental operations.

Knowledge of the current theories, principles and practices of governmental accounting and budget administration.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Knowledge of the principles and practices of governmental program management and supervision.

Ability to analyze and evaluate the structure, organization, and methods of public and private human services provider agencies and facilities.

Ability to understand and interpret state and federal regulations governing the assessment and collection of revenues from the MH/MR system, Medical Assistance, third party resources, or other reimbursement programs.

Ability to analyze and evaluate complex financial policy data and to develop DPW fiscal regulations and operating procedures.

Ability to analyze and evaluate programs and managerial and fiscal practices and to make recommendations for improvement.

Ability to develop and coordinate fiscal audit program plans.

Ability to provide leadership and to establish and maintain effective working relationships with DHS, county officials, service providers, special committees, and other agencies and departments.

Ability to plan and coordinate the work of a professional staff.

Ability to communicate effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING:

Six years of professional experience in financial management including two years of administrative, supervisory, or consultative work involving the review or fiscal auditing of governmental programs, and a bachelor's degree in accounting, business or public administration or a closely related area;
