JOB TITLE: FINANCE OPERATIONS CHIEF, TRANSPORTATION

JOB CODE: 03375

DEFINITION: This is managerial work in planning, organizing, and directing the financial accounting functions of the Department of Transportation, Bureau of Fiscal Management, Finance Division.

The employee in this job is responsible for directing the development, implementation, and evaluation of department-wide financial accounting operations. Work involves managing subordinate supervisors and staff involved in department-wide accounting; budgetary accounting; financial programs support activities; key business processes for auditing, accounting, and financial services functions; fixed asset reporting; federal reporting; and special projects. Work includes collaborating with the Office of Comptroller Operations on new or revised laws, regulations, Governmental Accounting Standards Board pronouncements, or other accounting related regulations pertaining to the department. Work also involves recommending, developing, implementing, and administering policies and procedures for financial accounting operations; researching, drafting, and maintaining financial accounting procedural manuals; formulating performance measures, goals, and objectives for quality and timeliness of services of the division and ensuring those standards are met; monitoring workflow and reassigning resources as needed; resolving matters related to financial accounting issues or problems; and identifying improvements in division processes. Work is performed with a high degree of independence and is reviewed by the bureau director for attainment of objectives and overall effectiveness.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, organizes, and directs the work of division staff involved in financial accounting functions through subordinate supervisors.

• Recommends, develops, implements, and administers policies and procedures that provide for the efficient and effective operations of financial accounting in the department.

• Develops goals and objectives for the division consistent with those of the Bureau of Fiscal Management.

• Works with key stakeholders to address escalated issues and provide resolution.

• Oversees the maintenance of the rates used for reimbursement from the Federal Highway Administration.

• Works with agency personnel and the Office of Comptroller Operations’ staff to ensure transactions impacting the department’s financial system are accurately and timely recorded.

• Manages staff involved in performing the various reconciliations to ensure the accuracy of financial information including the identification and resolution of highly technical and complex issues that correct the processing of financial data.

• Manages staff involved in financial-related special projects and the department’s accounting and reporting for capital assets.

• Oversees the department’s month and year end closing processes of the financial systems.

• Oversees the review and issuance of a variety of financial reports.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of Generally Accepted Accounting Principles (GAAP).

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of Government Accounting Standards Board (GASB) pronouncements.

• Knowledge of federal laws, rules, regulations, policies, and procedures related to financial accounting functions.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges,

Skills, and Abilities):

• One year of experience as an Accountant 4;

or

• Five years of professional accounting experience including two years in a supervisory capacity, and fifteen college credits in accounting;

or

• An equivalent combination of experience and training that includes two years of professional supervisory accounting experience and fifteen college credits in accounting.
