PROPERTY AND CASUALTY INSURANCE POLICY EXAMINER 2

DEFINITION: This is advanced technical work in reviewing, analyzing, approving or disapproving policies, contracts, riders, endorsements, and applications of a complex nature for property and casualty insurance companies including fire, general casualty, inland marine, commercial property, multi-peril and other package type policies. Work involves the application of independent judgment in reviewing, analyzing, and approving or disapproving complex or unusual policies and related forms, and in assisting lower-level examiners. Work may involve assisting the actuarial staff in reviewing rates and rating plans to insure that they are not excessive, inadequate, or unfairly discriminatory, and that they comply with laws and Department regulations. Work includes contacting insurance company representatives to obtain supportive or clarifying information regarding policy, form, and rate filings. Work is performed independently, and is reviewed by a technical superior through evaluation of reports and conferences for acceptability and adherence to established standards.

EXAMPLES OF WORK: Reviews, analyzes, and approves or disapproves insurance policies, contracts, riders, endorsements and applications of property and casualty insurance companies, including fire, general casualty, inland marine, commercial property, general liability, credit indemnity, and homeowners insurance and multi-peril and other package-type policies.

Reviews, analyzes, approves or disapproves submissions of specialized filings such as insurance mass merchandising programs, mortgage guarantee insurance, professional liability insurance, and prepaid legal programs.

Provides technical assistance to company representatives in the areas of policy coverage, proper cancellation, and underwriting guidelines to ensure that companies are in compliance with the Unfair Insurance Practices Act and cancellation regulations.

Answers inquiries from members of the legislature, attorneys, insurance companies, policyholders, and the general public regarding insurance laws, regulations,
rates, policy provisions, and statutes.

Reviews rates and rules and rate manuals of property and casualty lines of insurance to ensure that the rates are not excessive, inadequate, or unfairly discriminatory.

Gathers information for and prepares consumer publications on property and casualty insurance.

Maintains and updates insurance company and bureau manuals and department records to ensure inclusion of current information.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of property and casualty insurance principles and practices, including principles and practices of
underwriting, and the socio-economic influences of insurance.

Knowledge of the insurance contract provisions, including legal elements, insuring agreements, exclusions, and conditions.

Knowledge of State Laws and Department regulations relating to property and casualty insurance.

Knowledge of insurance company annual statements.

Knowledge of clauses and conditions limiting insurer's liability.

Knowledge of rate-making principles and practices applicable to property and casualty insurance.

Knowledge of the nature and uses of suretyship.

Ability to analyze insurance policies and related forms.

Ability to interpret and comprehend insurance-related data.

Ability to establish and maintain effective working relationships with departmental employees, insurance company representatives, and the public.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Property and Casualty Insurance Policy Examiner 1;

or

Four years of experience in property and/or casualty insurance underwriting, or in drafting and reviewing and examining property and/or casualty insurance
policies and forms, or in a closely-related area; and satisfactory completion of two years of business school or college;

or

Any equivalent combination of experience and training which included at least two years of experience in property and/or casualty insurance underwriting, or
in drafting and reviewing and examining property and/or casualty insurance policies and forms;

or

Designation as a Chartered Property and Casualty Underwriter.
