COMMISSIONER, BUREAU OF COMMISSIONS, ELECTIONS AND LEGISLATION -
STATE

DEFINITION:

This is managerial professional work directing the administration of the Elections, Notaries Public, Commissions and Legislation programs within the Department of State.

The employee in this class is responsible for planning, developing and coordinating statewide implementation of the Election Code; Voter Registration Process; Notaries Public Law; issuance of Commissions; processing, issuing and filing all extraditions, warrants and requisitions; maintaining a repository for all state legislation; and administering a variety of related programs. The employee works independently in assessing and recommending changes in bureau programs, policies or procedures. Supervision is exercised over professional, administrative, and clerical staff. Supervision includes planning and assigning work; reviewing work performance; evaluating employee performance and preparing and signing employee Performance Evaluation Reports; receiving and resolving grievances and complaints; interviewing and recommending employee selection; reviewing and approving/disapproving leave requests; and training subordinates. The Secretary or Deputy Secretary delegates work assignments in terms of goals and objectives. Work is performed with regard to policies and priorities of the bureau and work is reviewed for adherence to policies and program goals.

EXAMPLES OF WORK:

Recommends policy initiatives for bureau programs to the Secretary or designee.

Assesses feasibility and impact of policy changes affecting bureau programs as negotiated with the Secretary or Deputy Secretary.

Formulates, develops, and negotiates bureau goals, objectives and resources jointly with Secretary or designee.

Determines program emphasis within the bureau independently according to goals, objectives of the Administration; statutory requirements and available resources.

Recommends program initiatives to be included in bureau budget request.

Prepares reports on progress in meeting goals, objectives or outlines operational problems for review and resolution by the Secretary or designee.

Monitors operations of the bureau to ensure compliance with policies, programs of the Department and Administration.

Initiates and recommends proposed changes in the Election Code to Department legislative liaison for consideration by the legislature and Governor's Office.

Plans and directs the work of staff, develops performance objectives for subordinates in order to implement bureau objectives, and delegates broad work assignments to the Administrative Officer.

Provides advisory opinion to the Secretary or designee and Governor's Office on proposed resolution of statutory conflict.

Establishes and maintains direct working relationships with state agencies, federal agencies, the Governor's Office, county officials, the Judiciary and the Legislature.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of modern office management methods.

Knowledge of bureau programs, policies, and goals.

Ability to evaluate and present analysis/recommendations.

Ability to effectively convey policy recommendations.

Ability to evaluate and resolve program policy questions.

Ability to determine program priorities based upon goals, statutory requirements, and available resources.

Ability to plan, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and learn to interpret and apply collective bargaining contracts applicable to the work performed by the unit.

Ability to direct the development and administration of statewide programs.

Ability to gather and interpret facts to make decisions.

Ability to advise and make recommendations on proposed statutory change.

Ability to establish and maintain effective working relationships with departmental managers, state officials, bureau staff, counsel, federal agencies, and public organizations served by the bureau.

MINIMUM EXPERIENCE AND TRAINING:

Six years of responsible management or staff work in a public or private organization including three years of supervisory experience;
